What Is Prozorro Public Procurement?

Public procurement is procurement that is carried out by state executive authorities and their subordinate institutions. Now all tenders of this kind go through the Prozoro system.

Within the framework of state tenders there are sub-threshold (up to UAH 50,000) and above-threshold purchases. Above-threshold procurement can be implemented in five ways:

1. Simplified procurement

Purchase by the customer of goods, works, and services, the cost of which is equal to or exceeds UAH 50,000 and less than established by the Law "On Public Procurement".

2. Open bidding

All interested parties have the right to submit their proposals. For the auction to take place, at least two participants are required.

3. Competitive dialogue

It is carried out if the customer does not have sufficient knowledge about a potential purchase and, accordingly, needs negotiations with the participants.

4. Negotiated procurement procedure

It takes place in the form of agreeing to negotiations with several participants.

5. Procurement under a framework agreement

The customer enters into a framework agreement with several participants that defines the basic conditions for future purchases. During the term of the agreement, the customer may conduct tenders in which only the specified participants will participate.

Non-residents interested in Ukrainian public procurement can take part in the so-called eurotrades – open tenders published in English, with an estimated cost of over 133,000 euros for goods and services and 5.15 million euros for works.

How Is Prozorro Public Procurement Regulated?

By the Law of Ukraine "On Public Procurement", all public procurement must be carried out in the electronic system Prozorro through trading platforms that have received the necessary accreditation. The presence of at least four levels of accreditation makes it possible to carry out sub-threshold and above-threshold purchases for customers and suppliers.

The user has the right to choose any accredited site, taking into account their own needs and preferences. A tender placed on one of the sites is automatically duplicated on the others.
