Register of Localized Goods

In August 2022, a new indicator was introduced in Prozorro - the level of localization, which has been used since in public procurement of a certain group of goods.

What Level Should Prozorro Localized Products Have and What Exactly Is It?

The level of localization is a parameter that demonstrates the local component in the specific weight of the cost of materials used for production, performed works or services, components of Ukrainian origin in the cost price of a product that are sold through public procurement.

As of 2022, this parameter of localization goods should be at least 10%, and during the next six years, it will be gradually increased to 40%.

What Types of Localized Goods Are Currently Known?

The list of localized goods is defined in paragraphs 2 of clause 6-1 of Chapter X of the Law on Public Procurement. It started with about 100 items, including:

• generator sets;

• transformers;

• capacitors;

• pumps;

• vehicles and their components;

• special purpose vehicles;

• bodies and trailers;

• engines;

• turbines and hydraulic installations;

• compressors.

The list of Prozorro localization products is inexhaustible and can be supplemented at any time.

How to Sell Localized Prozorro Products to Customers?

For a supplier to be able to sell goods of a particular manufacturer, they must register on SmartTender.biz and pass qualifications by applying to the page of manufacturers of localized goods. If you are such a supplier, contact your manufacturer and advise them of this necessity, otherwise, government customers will not be able to purchase their products.

After the manufacturer's qualification is passed (the system automatically decides after applying), a page with detailed information about the manufacturer will be created on SmartTender.biz. It is from this that they will be able to add Prozorro localization products. Examples of such pages can be viewed here.

How to Add Products?

Products are added on the manufacturer's detailed information page. You will need to fill in the appropriate fields and add supporting documents as needed.
