KSE: Public Procurement Markets Leaders Analytics

As part of a SmartTender and KSE joint special project, we present the first block of analytics on the leaders of the public procurement markets. The team of the Center for Excellence in Procurement of the Kyiv School of Economics (hereinafter – the CEP team) reviewed the 5 largest markets in terms of competition by 4 CPV digit and investigated the dynamics of the most successful participants-winners of competitive procurement. You will find the research results in this material.

How to Read Infographics?

The CEP team has selected completed competitive tenders in five categories by 4 CPV digit, held from the beginning of 2020 to the present day. Then they ranked the TOP-20 of the most successful tender winners for this period and showed monthly cumulative (total) dynamics in the overall rating.

33600000-6 Pharmaceutical products

Since the beginning of 2021, there has been a rotation of the leader in the pharmaceutical market. For many years this place was occupied by the BaDM-B company by a large margin. Since the beginning of 2020, it has won competitive tenders for UAH 799.1 million but recently gave way to a new leader, Diatom LLC (UAH 804.7 million). However, given that the fourth place is taken by the company BaDM (UAH 688 million), the overall leadership of this group has remained.

In total, the participants included in the TOP-20 won tenders for a total amount of UAH 7,364 million. This represents 68% of the total market for the selected period.

09130000-9 Oil and distillates

Anvitrade is the undisputed leader in the fuel market. Since the beginning of 2020, it has won competitive tenders for a total of UAH 2,629.3 million. The second place was taken by Alliance Energo Trade (UAH 2,336.2 million). In third place is OKKO Contract (UAH 1,956.9 million).

Anvitrade gained leadership gradually, climbing the steps higher and higher during the second half of 2020. This was because during this period the company began to most often win in the selection of Ukrzaliznytsia under their 4 billion framework agreement.

Due to large buyers (Ukrzaliznytsia and the Ministry of Defense), TOP-20 participants occupy 74.7% of the entire market for the selected period.

09120000-6 Gas fuel

In the natural gas market, the undisputed leader is the state-owned Naftogaz of Ukraine. Since the beginning of 2020, they won competitive tenders for a total amount of UAH 16,020.7 million. In second place is Naftogaz Trading (UAH 6,262.5 million). On the third – ERU Trading (UAH 4,970 million).

The gap between the leader and other participants was ensured by “intra-group” contracts for process gas for the gas transmission system. Thanks to this the share of the TOP-20 participants presented in the infographics reaches a record in comparison with other markets, 94.1% in terms of the amount of money.

The most dynamic player was Naftogaz Trading, which began to work actively only in mid-2020. The company is part of the structure of Naftogaz and was created to conquer the retail market.

30190000-7 Office various equipment and accessories

In the stationery market, the undisputed leader is the Ukrainian Paper company. It has had this status not only since the beginning of 2020, which we are considering but also since the founding of Prozorro in 2016. Over the past little more than a year, Ukrainian Paper has won competitive tenders for a total of UAH 325.8 million.

All other market participants are far behind. For example, the second place belongs to Avers Chancellery (UAH 30.5 million). The third one belongs to Romus-Polygraph (UAH 29.9 million).

09310000-5 Electrical energy

On the electric energy market, the undisputed leader is Trading Electric Company. Since the beginning of 2020, it has won competitive tenders for a total amount of UAH 2,675.5 million. The second place is taken by EK ENOLL LLC (UAH 1,324.2 million). The third place is occupied by Ukr Gaz Resource LLC (UAH 1,234.4 million). The most dynamic participant of this year, the Electricity Trading Company, has taken a confident first place since the beginning of 2021 thanks to contracts with regional power supply companies in Vinnytsia, Chernihiv, and other cities.

In general, TOP-20 participants won tenders for the amount of UAH 13,368.4 million. This is 60.6% of the total market for the selected period.
