The public procurement system of Ukraine became the leader in the Transparent Public Procurement Rating, receiving 97.05% out of a possible 100%. Moldova was next on the list (92.81%), followed by Colombia (91.77%). The last place was taken by Tajikistan (37.88%).

How Research on Transparency in Public Procurement Is Conducted

Since 2016, the Georgian Institute for Development of Freedom of Information, together with partner organizations, has been analyzing the transparency of the countries' procurement processes by 64 indicators and their legislation in the field of public procurement. Previously, the research was conducted only within the Eurasian continent. Today the rating covers 39 countries from all over the world. The following data is used for the analysis:

- availability of information about the upcoming purchase;
- the level of interference in competition by the state;
- the procedure for carrying out each step from the moment the tender is announced until the winner is determined;
- appeal procedure;
- the level of access to the terms of tender documents, information on changes in it, contracts between the customer and the supplier;
- format for disclosing tender data, etc.

Based on the results of this data, each country is scored for the level of transparency, honesty, accountability and competition, procurement efficiency, legal framework, etc. Next, the overall score is calculated, according to which the countries are distributed in the ranking.

What Does the Obtained Result Mean for Ukraine?

Last year, Ukraine was in second place with an estimate of 86.26%. The fact that Ukrainian public procurement is recognized as the most transparent in the world today means that we are moving in the right direction both in improving legislation and in developing tools for conducting electronic tenders.
