Good news reminds us, for which so much effort was made, for which public procurement (PP) was transferred to electronic centralized databases (CDB), and also – for which so many domestic IT people tried. This year, compared to the last year of 2018, the state purchased the necessary medicines with savings of 40-45%. An electronic system can really save budgetary funds (every Ukrainian’s money) by regularly surpassing its own records.

What Saved Money

It became possible to spend less money without difficult compromises between the price, quantity, and quality of vital products. The newly created State Enterprise “Medical Purchases of Ukraine”, which became the organizer of large-scale auctions in the ProZorro system, as well as the Ministry of Health of Ukraine, called the following reasons for the success::

large volumes of purchases (therefore, wholesale prices)
admission to participation in the bidding of generic suppliers (generic drugs that have already expired patent protection)
constant communication with market participants;
further development and continuation of the deep integration of the ProZorro system into the government procurement industry.

So, we have another inspiring example of using domestic information technologies for the benefit of the state and citizens. It is especially pleased that in one of the important positions the purchase price turned out to be not only the lowest among those represented in the system, but also turned out to be lower than the minimum price of the same drug (according to international non-proprietary names) according to international organizations.

Next Steps to Improve the Effectiveness of Domestic Medicine

Less than a month ago, a Memorandum of Cooperation was signed for the implementation of a pilot project of “electronic catalogs”, which should significantly affect the efficiency, transparency, and speed of pre-threshold purchases, including in the healthcare industry.

The signatories of the Memorandum are the State Enterprise Medical Purchases of Ukraine, the Centralized Procurement Organization of the State Professional Procurement and representatives of electronic platforms (EP), who directly implement the pilot project.
