Cancellation of direct procurement

On July 4, 2023, the Cabinet of Ministers of Ukraine by its resolution cancelled the direct purchase procedure in the marketplace Prozorro Market. Now, the only way to buy the desired product will be to quotation price request. The government has also made several additional improvements to the e-catalogue. How It Was Before?

Until now, the Prozorro Market marketplace allowed direct purchases of up to UAH 100,000 by selecting goods from the e-catalogue. However, a survey of users showed that this procedure did not always provide up-to-date data and favourable offers from suppliers, so it was decided to abandon it. As a result, the only way to purchase the necessary products is through a quotation price request, which will help customers obtain more favourable terms when making purchases.

How It Will Be Now?

Therefore, regardless of the purchase price, customers wishing to purchase the goods they need on Prozorro Market must initiate a request in which they specify all the details of their order:

- name and volume of goods;
- terms, place and conditions of delivery.

Additionally, a deadline is set for suppliers to submit their proposals. All that remains is to wait for the system to automatically announce the winner.

Suppliers, in turn, will be able to offer up-to-date prices according to the customer's specific conditions.

Additional Innovations

In addition, the resolution brings a number of additional innovations to the marketplace:

- state customers, if the order amount does not exceed UAH 500 thousand, will be able to specify more precisely the requirements for the characteristics of products from the list and indicate the specific brands of manufacturers they wish to receive;
- in order to avoid possible conflicts between the customer and the supplier, the request for proposals requires the submission of a binding draft contract;
- the customer is given the opportunity to reject the winner's proposal if the latter does not agree to conclude the contract and proceed to consider the proposal of the next participant.

All this will help to optimise the procurement process and ensure optimal quality and cost of goods.
