The State Property Fund of Ukraine is ready to launch the process of large-scale privatization of the alcohol assets of the State Enterprise "Ukrspyrt" as part of the demonopolization of the alcohol production industry.

The Earlier Situation With the Alcohol Sale in Ukraine

Until recently, Ukraine and Belarus remained the only two countries in the world with a state monopoly on alcohol production. For this reason, over the past 10 years, the legal production of edible alcohol by Ukrainian facilities has decreased by 4 times. At the same time, the share of its shadow turnover has significantly increased: in 2007 it amounted to 10% of total consumption, and in 2019 it was already 55%.

Alcohol Industry Outlook

According to Ukrainian legislation, the only way for an investor to launch legal production of alcohol in the country is to become the owner of one of the Ukrspyrt facilities at least at the Prozorro.Sale. That is why the process of privatizing the state-owned enterprise assets is very important for the development of the industry – finally it will help to attract private investment from producers of both food alcohol and automobile fuels, pharmaceutical companies, and agricultural enterprises that plan to process their products. The total number of objects for privatization is 41, and potential investors have already shown their interest in acquiring the first 12 objects.

When Will the Privatization of Ukrspyrt Facilities Begin

Full privatization will begin only after the government of Ukraine has approved a program for reforming and developing the alcohol industry, containing the conditions and procedures necessary for the sale. Now the Fund is preparing for investors the most detailed information about all objects to launch the first transparent auctions a month after the adoption of the program.
