Today, on July 1, amendments to the legislative acts of Ukraine, regulating the conditions for the turnover of agricultural land plots, came into force. As a result, the ban on the alienation of such plots will be gradually lifted.

What Exactly and for Whom Will Change?

Starting from July 1, 2021, individuals – citizens of Ukraine will have the right to buy plots of land with an area of up to 100 hectares, which are the property of the state and territorial communities.

From January 1, 2024, legal entities created by Ukrainian legislation will receive the right to purchase plots of up to 10,000 hectares.

It is not yet known whether foreign citizens will receive permission to acquire agricultural land – the corresponding decision will be made at a national referendum, the date of which has not been determined yet.

How Will the Land Be Sold?

The sale and lease of land plots will take place in the Prozorro.Sale system, by Law No. 2195 (on the sale of land owned by state and municipal institutions through electronic auctions), signed on June 24, 2021, by the President of Ukraine.

Every Ukrainian citizen who wants to buy or lease a land plot will need to follow three simple steps:

1. Register on the SmartTender.biz.
2. Find the desired site in the "Land" section on the site page.
3. Apply for participation in the auction and take part in it.

How Much Will the Land Plots Cost?

Until 2030, Ukraine will have a minimum price threshold equal to the normative monetary value of the plot, which is now about UAH 27,500 per hectare. The price will not be able to fall below this mark.

According to the forecasts of the Ministry of Agrarian Policy, the average cost of a hectare of land immediately after the opening of the market in Prozorro.Sale will be about UAH 50,000, and with each subsequent year, it will rise in price by 10-15%. It is also expected that starting from 2024, the cost may rise to 5-10 thousand dollars per hectare, as legal entities come to the market.

The final price, as always, will be determined by the buyers themselves, participating and raising bids in the Prozorro.Sale auction.

When to Expect the First Auctions in the System?

Now the organizers are preparing the land plots for sale. As soon as the lots are published in the Prozorro.Sale system – they will appear on the auctions page on the SmartTender.biz platform.
