Simplified procurement

The Prozorro system has prohibited simplified procurement participants from uploading documents during the qualification stage. This decision was caused by the fact that the simplified procurement procedure is regulated by the new version of the Law of Ukraine "On Public Procurement" dated April 19, 2020, according to which the customer should not consider the documents of the participants submitted after the deadline for submitting proposals, including in simplified procurement.

What Rules Were in Effect Before

Until April 19, 2020, the concept of simplified procurement did not exist in the Prozorro system – purchases worth up to UAH 200,000 (goods, services) and up to UAH 1.5 million (work) were considered subthreshold. Participants in such tenders could upload qualification documents into the Prozorro system from the moment of the end of the auction until the moment the winner was determined.

How the New Rules Will Affect the Work of Participants and Customers

Since simplified procurement participants will no longer be able to upload documents during the evaluation stage, they will have to be much more careful when submitting their tender proposal.

In turn, the work of customers will become easier – they will not need to review packages of documents again.

Note that nothing has changed in subthreshold purchases – participants in such purchases have the opportunity to upload documents at the qualification stage as before.
