At the end of last year, the Cabinet of Ministers adopted Resolution No. 1479 of December 30, 2022, the purpose of which is to regulate the procedures for the implementation of the rights of the special use of aquatic biological resources with the help of electronic auctions. This made it possible for the Ministry of Agrarian Policy and the State Fisheries Agency to present a joint experimental project on conducting electronic auctions for the implementation of the above-mentioned rights.

More About the Project

The pilot project is expected to last for two years. It will be aimed at the following changes:

- creation of clear and effective conditions for the transfer of rights for the special use of aquatic biological resources throughout Ukraine;
- ensuring transparent conditions of economic competition for subjects of the fishing industry, which will contribute to the development of small and medium-sized businesses;
- increasing the volume of high-quality domestic products presented on our market;
- increasing productivity, preserving and expanding the biodiversity of ecosystems.

Auctions for the realization of rights will be held on Prozorro.Sale. The Ministry of Agrarian Policy will be the coordinator of the project, and the State Agency for Land Reclamation and Fisheries and subjects of the fishery will be its participants.

Currently, there are no auctions for the implementation of special use rights in the Prozorro.Sale system, but you can find a plot of land with a water fund that can be used for fishing needs. You can buy or rent the selected object as follows:

1. Register on SmartTender.biz to be able to participate in the auction.
2. Go to the Prozorro Sale auction search page.
3. On the left, find the "Classification" filter. Click on "CAV" and enter "Землі водного фонду" in the classifier window. The system will immediately select all auctions announced in this category.
4. Choose an interesting lot, refining the search using other filters if necessary.
5. Apply for participation in the auction (instructions).
6. Wait for the day of the auction and participate in it. To win, offer the most favorable price offer.
