On Saturday, March 18, the Prozorro Market administrator – "Professional Procurement" SI plans to make changes to the procedures for selecting suppliers for the electronic catalog in the categories of consumer goods. Also, an additional change is provided for selection in the "Electricity" and "Gas fuel" categories.

What Will Change for All Consumer Goods Categories?

According to the text of the unified qualification requirements provided by the CPO, we can highlight the following main changes:

1. There is an opportunity to apply for qualification not only on behalf of the manager or representative of the participant but also on behalf of a person authorized to do so by the appropriate power of attorney.
2. The participant must provide a certificate from the Unified State Register of persons who have committed corruption or corruption-related offenses, received no later than 30 calendar days before the date of applying for qualification.
3. In the case of confirmation of experience in the supply of similar goods as a result of Prozorro procurement, the participant can provide not only completed and active contracts but also terminated ones.
4. In the case of proof of experience in the supply of similar goods by providing copies of expenditure or tax invoices, such invoices must be issued for the last 3 calendar years, including the year in which the application for qualification is submitted (currently 2021, 2022, and 2023).

All qualification applications submitted before 18.03.2023 will be considered according to the old requirements, and all applications submitted after 18.03.2023 – according to the new ones.

What Will Change for the Electricity and Gas Fuel Categories?

Starting March 18, 2023, suppliers planning to start selling electricity or gas fuel on Prozorro Market must additionally provide a license during qualification. More details about this will be written in the qualification announcement.
