The Ministry of Economic Development, Trade and Agriculture has published a draft decree "On approval of the procedure for the formation and use of electronic catalog" on its official website. It contains a list of rules that will regulate the work of the state marketplace.

What will change after the adoption of the decision on e-directories?

The resolution is currently being approved by the Cabinet of Ministers. After its adoption, Prozorro Market will officially become a tool for public procurement worth up to 200 thousand hryvnias. This will allow small and medium-sized businesses to gain access to the market for 23 billion hryvnias, and state customers - to buy consumer goods in a few clicks. Such goods include office equipment, stationery, furniture, food, household chemicals and more.

How to work using e-catalogs Prozorro Market

The principle of operation of the state marketplace is similar to the operation of ordinary online stores: the customer finds the right product in the electronic catalog, selects it and buys. The settlement between the customer and the supplier is guaranteed by the state and lasts for a maximum of two weeks. To become one of the suppliers of Prozoro Market and receive orders from more than 30,000 Ukrainian government agencies, a procurement participant only needs to qualify once for the group of goods that he sells.

The electronic catalog using is paid by suppliers. But payment is deducted only in case of successful signing of the contract with the customer. All funds received go to the development and technical support of the service. According to the established tariffs, the amount of payment is from 1 to 3% of the contract amount, depending on the purchase price.

How does the Prozorro Market work now

It will be recalled that the Prozorro Market was launched in April 2019 and worked for a whole year, first in a pilot mode, then - showed its necessity. During this time, 30 million hryvnias worth of goods were purchased with its help.

From April 19, 2020, with the entry into force of amendments to the Law "On Public Procurement", the service received the status of an official tool for procurement using electronic catalogs. Currently, it continues to work according to the old rules and allows purchases worth up to 50 thousand hryvnias. The last step for the full launch of all marketplace functions is the adoption of a decree on the operation of the electronic catalog by the Cabinet of Ministers. In particular, it will allow customers to make purchases worth up to 200 thousand hryvnias (now the purchases with such a budget are possible only as a simplified tenders). Individual customers-monopolists in their industry will be allowed to purchase up to 1 million hryvnias.
