Authorized Persons Testing

On November 1, 2021, by Order of the Ministry of Economy No. 873-21, a list of test questions and answer options to test the knowledge of authorized persons was approved. Now all employees of government agencies who are already acting as authorized persons or plan to take this position can begin to prepare for testing.

Where Will the Testing Take Place?

Testing will be carried out on the prozorro.gov.ua platform. To pass the exam, you will need to register or log in.

What Are the Rules for Authorized Persons Testing?

The general rules are as follows:

1. The test consists of 50 questions, each has 4 possible answers.
2. You have 60 minutes to complete the test.
3. For successful completion, you must give the correct answer to 30 questions.
4. Testing can be completed an unlimited number of times.
5. You can give answers to questions in sequential order or no particular order (skipping questions and returning to them later). But you cannot correct the answer option in the previous questions.

What Electronic Signature Is Required to Pass the Test?

To pass the testing, an authorized person must provide a QES or AES, issued in any Certification authority. The key can be either personal (registered for an individual) or official (containing information about the position and/or institution).

Is It Possible to Temporarily Exit the Test While Passing It?

Until the 60 minutes allotted for testing is over, the authorized persons can return to the questions and continue to answer them. If they return to testing after the time has expired, they will only be able to view the results by applying an electronic signature.

When Can I Retake the Test if I Failed to Pass It the First Time?

The opportunity to retake the exam will open to the authorized person 72 hours after the previous attempt. You can retake an unlimited number of times.

How Can I Find Out the Test Results?

The test results will be shown after the authorized person clicks the "Finish Testing" button at the end of the test and applies their electronic signature.

Will a Certificate of Successful Testing Be Issued?

After the person passes the test, a corresponding certificate will be generated. It does not need to be printed, added to the electronic platform, or other additional actions. Information about passing or failing the exam will be stored in the Prozorro database and automatically pulled up. The certificate in electronic or paper form rather serves as information for the authorized person or their management about the successful passing of the test.
