Today, September 14, 2020, at an extraordinary meeting of the Cabinet of Ministers of Ukraine, a resolution on the procedure for the formation and use of electronic catalogs of Prozorro Market was adopted. As soon as it comes into force, the official state marketplace will begin its full operation.

What New Features Will Users Have?

The decree will officially launch the following improvements, which the entire public procurement ecosystem has long been waiting for:

1. Increase of the upper limit of the purchase price – government customers will be able to use Prozorro Market to carry out purchases for up to UAH 200,000. And those institutions that are monopolists in their area – up to UAH 1 million.
2. A request for quotations – the new procurement tool. If the customer wants to purchase a product worth more than UAH 50,000, he will be able to leave a request in the marketplace, which will describe the type of product, purchase conditions, and the expected cost. Suppliers send their offers in response, among which the system will automatically determine the offer with the lowest price. The tool is already being tested by the Prozorro Market team and will be ready to launch for users in early October.
3. Lower and more flexible rates for entrepreneurs. Since the use of catalogs is free for customers and paid for suppliers (they pay a percentage of the transaction amount), with an increase in the upper threshold for the purchase amount, it was decided to slightly change the tariffs:

- - 3% of the amount of the concluded transaction – if the purchase took place for an amount of up to UAH 50,000;
  - 2% – for purchases up to UAH 200,000;
  - 1% – for purchases over UAH 200,000.

So, soon, government buyers who want to purchase office supplies, medicines, food, household chemicals, fuel, or any other consumer goods in the marketplace will not be limited by the limit of 50,000 UAH and will be able to use additional tools for making purchases. This is great news and means new opportunities for customers and an expanded market for suppliers.
