Yesterday, May 5, 2020, the participant in the Prozorro system bidding for the first time paid online for filing a complaint to the Antimonopoly Committee of Ukraine (directly through the SmartTender electronic platform). This payment procedure was introduced on April 19 in connection with the transition to the new version of the Law "On Public Procurement".

The first complaint under the new rules was recorded in the tender UA-2020-04-22-001913-b for the purchase of equipment for immunohistochemical tests (Code of the state classifier CPV 38430000-8 “Detectors and analyzers”).

How Complaint in Prozorro Was Paid Earlier

Old complaint mechanism was not very convenient and consisted of several stages:

1. Payment of the due amount (UAH 5,000 in tenders for the procurement of goods or services, UAH 15,000 in the tenders for the procurement of works) at the bank.
2. Scan invoices and upload them to the public procurement system.
3. AMCU College checks of receipt of funds to the Treasury account.

Now, all checks are carried out automatically, and the bidder does not need to visit the bank. This is especially important now, during quarantine, but also saves time and increases the chances of successful protection of your rights. And most importantly, if the Antimonopoly Committee of Ukraine decides in favor of the complainant, the money paid will be returned to participant.
