By order of the Ministry of Economy dated February 9, 2021 No. 237, the SmartTender.biz was authorized for the highest level of accreditation, which gives it the right to provide services to Centralized Procurement Organizations. Thus, from now on, SmartTender.biz has all five possible accreditation levels.

What are Accreditation Levels?

In 2016, the Cabinet of Ministers of Ukraine adopted Resolution No. 166 on the Procedure for the Operation of the Electronic Procurement System and Authorization of Electronic Sites. According to it, five levels of accreditation of electronic sites were determined:

1. The right to provide services to the customer if he purchases for sub-threshold amounts (less than those established in clauses 1, 2, part 1 of article 3 of the Law "On Public Procurement").
2. The right to provide services to a supplier who participates in sub-threshold purchases.
3. The right to provide services to the customer if he carries out above-threshold purchases (above those established in clauses 1, 2, part 1, article 3 of the Law "On Public Procurement").
4. The right to provide services to a supplier who participates in above-threshold procurement.
5. The right to provide services for the organization of purchases for CPO.

How the CPO Works?

Centralized procurement organizations conduct tenders on behalf of government customers. The main purpose of their functioning is to save budgetary funds through the aggregation and professionalization of purchases, as well as control over expenses.

In simple words, customers of one field of activity can combine their purchases into large one and transfer the right to organize it to CPO. Thanks to this, each customer does not need to appoint an authorized person to carry out purchases, and also receives the necessary goods at a better price.

For example, for a long time, CPOs have been purchasing medical supplies for hospitals, stationery for schools, etc.

What Services the Site Will Provide to CPO?

By Resolution No. 166, the site that has received the V-th level of accreditation provides the following opportunities for the CPO:

- receipt of applications from customers, the formation of an annual procurement plan (including framework purchases) based on their annual procurement plan and their organization;
- amending the tender documents, clarifying its conditions, and sending messages to participants by the Law "On Public Procurement";
- verification of suppliers' compliance with qualification criteria and determination of the tender winner;
- placement of purchase agreements in the system.

Thus, the fifth level of accreditation opens up even more opportunities for participants and organizers of public procurement.
