Since the new edition of the Law "On Public Procurement" in the Prozorro system entered into force, there are more and more purchases, according to which participants must upload electronic documents to the system or sign each file of the tender proposal with EDS/QES.

For suppliers to easily fulfill this requirement, we have added a new functionality to the page for a tender offer submitting – the EDS/QES imposition on selected files for a tender or individual lots.

How to Work with a New Feature

To use the EDS/QES overlay function, follow these steps:

1. On the page for submitting a tender offer for the selected purchase, click the "Select files" button and upload them from your computer to the system.
2. Press the button "Signing files with EDS/QES" and select which files you want to sign. Their format can be anything.

3. As soon as you select at least one file, the "Sign selected" button will become active. Click it to add EDS/QES.

4. You will see a window for downloading EDS/QES from your device. Upload the required signature file and click the "Sign" button.

The ability to sign files with EDS/QES is available with the following supplier`s actions:

- a tender proposal submission;
- loading documents into the system at the assessment stage;
- an abnormally low price justification;
- elimination of discrepancies within 24 hours at the customer’s request;
- loading the winner's documents.

What Will the Files Look Like?

After the signature is applied, the system will display two files for each document:

- original file;
- a signature file with the .p7s extension, which refers to the original file.

The new functionality has two main advantages over third-party services:

1. The procedure significantly reduces the preparation of documents for the purchase, since it turns the EDS/QES imposition into a matter of several clicks. The user does not need to use third-party services, uploading important files to them, and store signed duplicate documents on his computer.
2. SmartTender users can sign files up to 49 MB. Thus, files do not need to be compressed additionally, which eliminates the risk of data corruption.
