To facilitate the retraining procedure for participants in electronic catalogs, the State Institution "Professional Procurement" decided to make adjustments to the procedure for filing documents to reduce the number of mechanical errors made by individual suppliers. This concerns the requirement to sign the application. Read on for the new rules.

Updated Certificate Signing Rules

Now the participant does not have to sign every separate document that is attached to the certificate, but can sign it with only one signature:

1. If the certificate is in electronic form – by imposing a qualified electronic signature (QES) on a document in PDF format. To do this, the participant can use a third-party service for signing electronic documents or the functionality of the site where the participant undergoes requalification (the SmartTender.biz has this opportunity). The QES of the person who signed the certificate must match the details of the signature specified in the certificate.
2. If the certificate is in paper form – by signing it by an authorized person. Next, the signed certificate must be scanned and a copy must be uploaded to the system.

Rules for Uploading Paper Documents Copies to the System

If you make electronic copies of paper documents for uploading to the system, they must be scanned from the original documents and saved in PDF or JPG format. The information in such copies must be visible and easy to read.

To upload documents to the system, you do not need to additionally make copies of paper documents or print documents that were made in electronic form, to write “Copy” or “According to the original” on them.

Files are allowed to be combined into electronic archives, and when scanned, invoices can be saved in one file.

The files must not be damaged or contain passwords and other access restrictions that make it impossible for the administrator to open them. Otherwise, the participant's application will be rejected due to non-compliance with the conditions of the CPO announcement.
