On December 3, Prozorro will take another step towards the complete digitalization of the procurement process and begin to electronize the criteria for tender documents. In the future, this will significantly simplify the work of all participants in the public procurement ecosystem and give them additional opportunities.

What Сriteria Are We Talking About?

We are talking about the criteria for tender documents, which are regulated by Articles 17, 16, 22, and 23 of the updated Law "On Public Procurement" (hereinafter – the Law). In general, they are divided into three areas:

- integrity criteria – whether the supplier has a negative background;
- criteria for the supplier's qualifications to fulfill all the terms of the contract;
- criteria for the subject of procurement – whether the goods, services, or works offered by the supplier comply with the terms of the tender documents.

Therefore, from December 3, Prozorro will electronize the first group of criteria – the one that is regulated by Article 17 of the Law "Grounds for refusing to participate in the procurement procedure". Now, all criteria related to the integrity of the supplier (absence of cases of violations of law, debts, etc.) will be displayed on the page for creating a tender announcement in the form of electronic fields that the customer will publish for the supplier. In response, the supplier will provide the necessary documents and certificates (or the system will automatically download this information from the relevant registers).

What Criteria Electronization Will Give to Customers and Suppliers

Thanks to the criteria electronization, a complete analysis of procurement information will become available – previously it was only partially possible since the style of filling out the terms of different tenders could be different.

The following options will appear for procurement customers and participants:

- standardization of requirements for suppliers, which will now be filled in according to a single form;
- the search for tenders and suppliers by criteria automation;
- simplification of the procedure for submitting an offer due to automatic uploading of documents according to standard requirements.

How Electronizing Criteria Will Affect the Procurement Ecosystem

This process will not only simplify the work of bidders and organizers but will also contribute to the active development of the entire Prozorro ecosystem. Here's what the procurement area gets:

1. More transparency – all criteria will become available immediately on the tender page, and not just in the tender documentation text. This will facilitate the media and community activists work.
2. Data unification – this will make the analysis of tenders easier and it will be easier to identify suspicious conditions and relationships in them.
3. Increased efficiency – due to the emergence of new electronic fields, customers will not be able to forget about a particular requirement, and will not be obliged to cancel the tender because of this. Suppliers, for their part, willfully provide all the documents required under the terms of the tender, and not lose a chance to win due to their carelessness.
4. Increased competition – convenient conditions for participation in tenders will attract more participants, thanks to which customers will receive an even lower final price for the procurement item.
