Prozorro public procurement system has been integrated with the "register of corrupt persons" of the NAPC. Thus, customers will be able to immediately see whether a tender participant was involved in corruption offenses without waiting for them to provide the relevant certificate.

How Does It Work?

When the organizer determines the winner of the procurement, the electronic system will "pull up" a certificate from the NAPC register about the presence/absence of the corresponding offense. The document will be available for viewing in the "Disclosure Protocol" – it can be opened and downloaded if required.

The organizer can specify in the tender documentation that they will accept the certificate in such a form that it does not oblige the participant to order its original from the NAPC. Thus, the winners of the tenders will no longer need to provide this document on their own, and the customers, accordingly, will no longer need to wait for the winner to upload it to the system.

But it is worth remembering that this option works only for persons who have the Registration number of the taxpayer's account card – the rest of the suppliers can get a certificate only in response to a written request to the NAPC.

What Will the Certificate Look Like?

The document will display data on whether a legal entity, an individual, or a sole proprietorship is in the Unified State Register of Persons Who Committed Offenses Related to Corruption.
