Law Draft No. 1076: Adopted in the Second Reading!

Today, September 19, 2019, the Verkhovna Rada of Ukraine approved in the second reading the amendments to the Law of Ukraine “On Public Procurement” and gave the green light to ProZorro 2.0! Bill No. 1076 received the votes of 292 deputies. Let's try to answer the basic questions:

Medical procurement. After adoption, in the first reading, a part of the amendments, which relates to the procurement of drugs from international organizations, was finalized and extended for 2 years.
Tenders from UAH 50,000. Now everything that is less than 50 thousand UAH will be considered as roads, and all that is more should go through ProZorro procurement.
24 hours to fix. Typos found by the customer and inconsistent data in the tender offer can be corrected by the participant within 24 hours.
More effective appeal. You can appeal the cancellation of tenders. The cost will be tied to the budget of the procurement and the subject of the appeal, and money will be returned if decided in favor of the complainant.
Penalties for organizers. For failure to comply with decisions of the Antimonopoly Committee of Ukraine, fines will be imposed on the heads of customer institutions.
ProZorro Market – already officially. The project will receive official status, confirmed by the relevant document.
When will take effect. The new version of the Law on Public Procurement will enter into force 6 months after signing by the president.
