From August 23, a Tender Can be Announced Just According to the Procurement Plan

The SmartTender platform has long realized the possibility of creating a tender procedure for a public procurement plan. However, from now on, customers must necessarily bind to the existing plan when announcing a threshold purchase.

Instructions for the Correct Announcement of Tenders After August 23

Tenders from the procurement plan can be organized in two ways. The first one is according to the following algorithm:

Find in your account "Procurement Plan".
Find the line of the procurement plan and press the F2 keyboard or the button “Calculation” on the toolbar.

Select the function “Generate procurement from plans” from the list.

Choose single lot or multi lot procurement.
Now you can fill in all the fields in the procedure and declare a procurement.

There is another way. When creating a procurement, indicate the plan identifier. How to do it? Having selected the procedure, press F2 on the keyboard (or the “Calculation” button on the toolbar) and select the “Link to the procurement plan” function.

Requirements for the Announcement of Tender by Procurement Plan

The following data must match in the procedure and procurement plan:

type of procedure (in the tender, and in the procurement plan it should be the same);
classifier code for the indicator 4 digits CPV 2008, IDT (3 digits for 336 ***** - *).

Then the system successfully validates the procedure.

Implications of Changes in Procurement Plan Use

Please note that:

The dependence of the tender on the procurement plan is now mandatory for all supra-threshold procedures (except for stage II of the competitive dialogue and procurement under framework agreements).
This condition is optional for all pre-threshold procurement and reporting procedures.
To announce a purchase, which was not provided for by the procurement plan, the customer must update the annual procurement plan, and after that announce a new tender.
You can create one public procurement for one plan item (you need a separate identifier). In case of cancellation of the purchase (or its failure), the item is considered used (soon all procurement plans will have the corresponding statuses). To carry out the repeated procedure, the customer will need to publish a new plan.
The organizer may announce a procurement from a platform other than the one on which the procurement plan was published. There will be no binding to the platform. .

Novation will fully track the procurement process from planning to the conclusion of the transaction.

Also, the new requirement is a prerequisite for two future technical changes in the ProZorro system: delegation of procurement to central procurement organizations and integration with the State Treasury (automatic transfer of data on the concluded agreement instead of visiting branches). A clear link between the plan and the tender will help optimize the planning process.
