In November 2019, two special types of public procurement became paid for bidders:

1. ESCO.
2. Framework Agreements.

We propose to jointly understand the tariffs and how to apply them to these procedures of the ProZorro system.

ESCO Procedure

ESCOs are open tenders for the purchase of energy services. This procedure allows you to attract an investor for the modernization of heating equipment, and in return for the contractual term to pay him the savings achieved, the difference between the previous (high) and current (low) heating costs.

Now, to apply for participation, the client needs to have UAH 3,400 on the account. At the qualification stage, an efficiency indicator is opened, based on which the amount is deducted from the participant according to the tariffs, and the balance is returned to the client.

ESCO Participation Tariffing Example

If at the qualification stage an amount (efficiency indicator) of UAH 25,000 was opened, then according to tariffs we are obliged to withdraw UAH 119 from the participant. The balance of UAH 3,281 is returned to his balance.

If the bidding is canceled at the stages of accepting apply or prequalification, all bidders will be returned their money: 3 400 UAH. If the bidding is canceled at the qualification stage, then the money is returned to all participants, except for those who have been disqualified earlier. The amount will be deducted from disqualified suppliers depending on their performance indicator, and the balance will be returned to the balance.

Framework Agreements

Framework agreements are a public procurement method in a two-step procedure:

1. The first stage is the conclusion of a framework agreement. It is carried out once for the selection of a pool of suppliers, who will subsequently be invited to the second stage.
2. The second stage is the selection of a supplier for procurement under a framework agreement. It can be carried out repeatedly as necessary among the suppliers selected in the first stage.

The conclusion of the framework agreement takes place in the same way as to open bidding with publication in English.

Framework Agreements Participation Tariffing Example

By the time of submission of proposals, the supplier should have an amount on the balance sheet, depending on the procurement budget by the tariffs. For example, if the expected cost is 150 thousand UAH, for participation you will need to pay 340 UAH.

If the bidding is canceled at the stages of accepting offers or prequalification, then all bidders will be refunded participation fees. If bidding is canceled at the qualification stage, the participation fee is returned to all suppliers, except those who have already been disqualified before cancellation.
