Coronavirus Procurement Map

Now everyone can find out information about medical purchases of any state institution in Ukraine: hospitals, enterprises, etc.

The interactive “Coronavirus Procurement Map” was developed by the volunteers of the Anti-Corruption Headquarters organization. It marked all government customers with detailed information about the goods that were purchased to counter the COVID-19 epidemic, and about the budgets spent on them.

What is the map for

With the beginning of the coronavirus epidemic in Ukraine, the Cabinet of Ministers permitted government agencies to purchase medics from a special list according to the accelerated procedure, regardless of budget. The only condition aimed at preventing corruption is that customers must publish the contract in the Prozorro system and put “COVID-19” on the purchase.

During the epidemic, government agencies spent 3 billion hryvnias on this article. Most of the funds were spent in the following areas:

- Kiev – 1.16 billion hryvnia;
- Odessa – 271 million hryvnia;
- Dnepropetrovsk – 261 million hryvnias;
- Lviv – 230 million hryvnia.

Despite this, stories about cases of paid treatment for coronavirus in public clinics periodically appear. Due to a lack of medicines, doctors are asking relatives to additionally buy medicines and sanitary products at pharmacies.

It was for such cases that a procurement map was created. Everyone can open it and check does his hospital lack masks, medicines or other means. The data is always relevant, as it is automatically pulled from the Prozorro system.

What information is available on the map

Using the service, anyone can check the medical purchases of their city. In particular, there can be found the following information:

- what goods and for what amount the hospital purchased;
- whether the hospital has certain medical supplies and medicines.

Also, using the service, you can file a complaint about the provision of false information by hospital staff.

How to use the map

The map shows all purchases published in the Prozorro system. There are two ways to find information about any institution in Ukraine:

1. Enter the name (or EDRPOU code) of the institution, the region in which it is located, and its address.
2. Select any point on the map. The service will show what kind of institution it is and give out information about its medical purchases.

To get more detailed information, you need to click the "Details" button. The “Divide into Prozorro” button will allow you to go directly to the tender page on the Prozorro website. There, in the accompanying tender documentation, you can find out all the details of the purchase, including the supplier of the goods.
