Why the Update Happened Right Now

More and more suppliers and customers are realizing the convenience of e-catalogs and are joining the service. Therefore, the number of cases concluded in Prozorro Market transactions, and, accordingly, the number of cases of violation of one of the basic principles of the Law "On Public Procurement" – compliance with the most fair competition among participants – is growing daily. For example, suppliers set an incorrect price for their product or refuse to supply it on the specified product profile terms after the transaction conclusion, thus deliberately misleading buyers.

Updates to the offer agreement are aimed precisely at regulating these processes, ensuring fair competition, and also making the work of customers more comfortable.

What Changed

As part of updating the offer agreement, the e-catalog administrators added some restrictions and the possibility of imposing sanctions on Prozorro Market participants:

1. Directory access will be temporarily suspended for a vendor who has committed the following violations:

- - set an incorrect price for the goods (for example, wrote the price for 1 kg, and deliver the goods in packages of 3 kg; did not include delivery in the price, etc.);
  - indicated the characteristics of the goods that do not correspond to the actual ones in the profile;
  - reported false contacts in the ad;
  - violated the deadlines for reporting a change in details;
  - submitted falsified goods to the ad (this is confirmed by a letter from the manufacturer or his official representative).

2. The Centralized purchasing organization will not consider provided by a supplier to prove experience documents in which the recipient of a similar item is a related person (for example, if the son purchased a year's supply of office supplies from his father).

Note that restricting a member's access to the catalog will take some time. First, the system will send a message about the fact of violation with a request to correct it within a certain period. And it will block the supplier only after that.
