On December 13, CEAs (central executive authorities) obtained the right to independently use the electronic catalog Prozorro Market for purchases in the amount of up to UAH 200,000. From now on, these institutions should not send such purchases to the CPO. The corresponding right was enshrined in the Resolution of the Cabinet of Ministers of 13.12.2021 No. 1310, which amends the Resolution of 27.12.2018 No. 1216 "On the specifics of the creation and operation of centralized purchasing organizations".

More About the Change

The right of the CEAs to use the catalog is secured by an amendment in paragraph 6 of Resolution No. 1216. Its essence is as follows: if the expected cost of the procurement subject, for the acquisition of which CPOs must be involved, is less than the cost established by the Law "On Public Procurement" in clauses 1 and 2 of part 1 of article 3 for the relevant customers, customers whose tenders must be carried out by the CPOs, carry out such a purchase independently and do not provide the CPOs with information on the need to purchase such goods.

Currently, there are a total of 116 CEAs and their structural divisions operating in Ukraine. This innovation will allow institutions to make purchases faster and more accurately select the required product in the catalog.

How to Make Purchases in Prozorro Market?

To make a purchase in the electronic catalog for up to UAH 50,000, government customers just need to complete the following steps:

1. Open the Prozorro Market page.
2. Find the desired product category or enter a keyword in the search feed.
3. Select a product and place an order.

The procedure is similar to how orders are made in large online stores.
