This week we will consider the issue of placing an annex to the annual plan.

In order to place an annex to the annual plan through an electronic platform, it is necessary to pre-register it. After registration, the customer receives his login and password and begins to work in his own office.

We draw your attention! Customer procurement activities should be performed only on authorized electronic platforms. To follow the information on this issue can be independently on the site https://prozorro.gov.ua/ in the section "Places" and on the website of the Ministry of Economic Development and Trade http://me.gov.ua in the section "Activities", hereinafter - the section "Public Procurement ", And then go on to the section" Commission for ensuring the authorization of electronic platforms, preparation of decisions on their connection / disconnection to / from the electronic procurement system, elimination of technical failures in the electronic procurement system ".

So, we will further analyze the practice of posting information on the planning of underlying purchases on the example of one of the first pre-authorized sites on all four levels - SmartTender.biz.

First of all, let us draw attention to the fact that the order of the Ministry of Economic Development and Trade No. 490 of 22.03.2016 approved the forms of documents in the field of public procurement (hereinafter - Order No. 490). In accordance with paragraph 2 of the Order No. 490 it is established that the Annex to the annual procurement plan, to which procurement information is submitted, the expected value of which does not exceed the amounts specified in the paragraphs of the second and third part of the first Article 2 of the Law on public procurement, shall be in the form of an annual plan Procurement by filling in the appropriate fields in the electronic procurement system.

So what does this mean in practice? If you look at the customer's office on the SmartTender.biz site, you will not find a separate button for placing the annual plan application. In order to create an appendix to the annual plan, you need to choose a "Procurement Plan". To do this, we go to our office and choose the category "Procurement Plan".

Next on the console, select the "Add Purchase Plan" function.

The next step is to fill the fields indicated in the form that was opened before the customer. Consequently, the customer chooses the "Type of purchase procedure" - "Pre-purchase procurement". Also, in the "Notes" section, we recommend that this add-on be added to the annual plan.

After all, there is no technically a separate function for the formation of the annual plan and separately - for the annex to the annual plan. The customer will be able to indicate that the procurement is pre-emptive due to the choice in the column "Type of procurement procedure" - "Pre-purchase" (involves conducting pre-election electronic procurement) or "Report on the concluded contract" (involves the conclusion of a direct contract, without using the electronic system for the selection of the supplier )
