On April 7, 2021, the Ministry of Economy announced that a functionality was implemented in the electronic procurement system (hereinafter – EPS), with the help of which it became possible to maintain a systematized database of current offers of goods. Thus, from now on, EPS fully meets the needs of customers who select suppliers of goods in the e-catalog.

When Do Сan Сustomers Use the E-Catalog?

The Law "On Public Procurement" stipulates that the customer is allowed to purchase goods in the electronic catalog for up to UAH 50,000, as well as use it as an alternative to simplified purchases worth up to UAH 200,000 (in some cases – up to UAH 1 million).

The procedure for the formation and use of an electronic catalog allows customers to buy goods in an electronic catalog in the following format:

- if the purchase does not exceed UAH 50,000 – by forming a direct order in Prozorro Market, similar to orders in ordinary marketplaces;
- if the purchase exceeds UAH 50,000 and less than UAH 200,000 (in some cases – UAH 1 million) – by using the request for quotation procedure.

The buyer also has the right to cancel the order before the conclusion of the purchase agreement. The use of the catalog is free for him.

Since the launch of the state marketplace, its functionality has been used by more than 2,000 customers who have concluded 8,000 transactions for the amount of UAH 160 million.

A new instrument – a request for quotation for proposals – began working on February 2, 2021, and during this time, more than 400 purchases worth UAH 20 million were made with its help. On average, such purchases, from the moment of announcement to the signing of the contract, lasted 8 calendar days.
