On December 18, the ProZorro system introduced a new type of procedure – procurement under framework agreements. Starting next year, customers will be able to enter into procurement (framework) agreements for up to 4 years. During this period, when a need arises, an enterprise can make partial procurement and pay for small amounts.

Please note that framework agreements apply to any goods and services, but not works.

The essence of the procedure is as follows. The customer signs a framework agreement with at least three suppliers elected by the classical tender scheme:

Suppliers submit their tender proposals.
Suppliers pass prequalification on non-price criteria.
Suppliers are competing at auction.

At the end, several winners are elected and a framework agreement is concluded with them. The proposed unit price of each winner is fixed by the ProZorro system.
If there is a need for a certain part of the goods in respect of which a framework agreement is concluded, the customer announces a tender. The parties to the agreement receive an invitation and a request to update the pre-specified price. There are two options – leave it unchanged or reduce. The winner is the bidder with the lowest price. The customer concludes with him or her a separate contract for the supply of part of the goods. If the customer again wants to purchase a certain batch of goods, the above scheme is repeated.

From the customer’s side, you only need to announce an auction. Since the signatories of the agreement provide all the necessary documents at the first stage, it is not necessary to do it again.
Thus, customers can receive the product or service they need in a short time, and suppliers can get a guarantee of long-term cooperation with government agencies.
The technical introduction of framework agreements in ProZorro will be carried out in two stages.

Now the first stage is completed – the system can determine the list of parties to the agreement and fix unit prices. Participants have the opportunity to announce tenders.
The second stage of the development of technical functionality for holding auctions among the parties to the framework agreement is planned to be implemented in the first quarter of 2019.
