And according to clause 7 of part 7 of article 3 of the Law, the purchase of goods in Prozorro Market is already considered an exception when the customer is allowed not to carry out a simplified purchase.

When the winner of the request procedure learns that there are several delivery dates and addresses, he refuses to enter into a contract on such terms. As a result, the customer has to cancel the purchase.

Do Not Take Into Account the Delivery Region in the Offer

Reject the Winner's Bid in the Quotation Price Request

In the QPR procedure, the system automatically determines the winner with the lowest price and opens his offer to the customer. At this moment, the purchase is in the “Proposals reviewed” status, and the “Cancel decision” button appears in the customer's account. Some customers think that this way they might reject the winner's offer and see the offer from the next vendor. But, after the winner is disqualified, the procedure automatically switches to the “Bidding failed” status.

So, you need to remember about this feature of the QPR and reject the winner's proposal only if it does not meet the conditions of the purchase.

Do Not File a Complaint Against a Supplier Who Has Not Fulfilled Their Obligations

The Procedure for the formation and use of the e-catalog states that the Prozorro Market administrator may temporarily restrict the seller's access to the e-catalog if he violated the terms of placing an order or refused to sign an agreement on the terms specified in his offer.

Therefore, the customer has the right to file a complaint against a supplier who does not want to comply with the terms of work in the catalog. Such requests are considered within 10 working days, and as a result, a decision is made on the fact of a violation on the part of the supplier. The results are communicated to both parties to the appeal.

If a supplier commits three such violations within a month or five violations within three months, his offers will be automatically hidden from the catalog for 90 days.
