The SmartTender team researched which categories of Prozorro procurement were the most profitable for entrepreneurs in 2021 and how much the most successful bidders in these categories earned. The rating is based on the second CPV mark.

1. Repair and construction work – UAH 4.92 billion

In 2021, private individuals won 18,248 public procurements of repair and construction works worth UAH 4.92 billion. The most successful entrepreneur in this category concluded 14 agreements for a total of UAH 96.37 million, which concerned the procurement of such works:

- 45112000-5 Earthmoving and other earthworks;
- 45450000-6 Other final construction works.

In total, the share of the public procurement market of this entrepreneur among direct competitors was 79.45%. This became possible thanks to 28 deals worth UAH 110 million.

2. Food (meat, dairy products, fish, oils) – UAH 4.39 billion

This category became the record holder of our rating by the number of procedures won by private individuals – 42,639 tenders for a total of UAH 4.39 billion. The largest income in it (UAH 202.51 million) was received by an entrepreneur, who won in two purchases:

- 15220000-6 Fish, fish filets, and other frozen fish meat;
- 15421000-5 Refined oils.

Due to these two agreements, the share of the public procurement market of this supplier in their area amounted to 95.35%.

3. Medicine – UAH 2.13 billion

Private individuals of this category won 22,677 tenders worth UAH 2.13 billion. The most successful was the participant who concluded 42 agreements for the amount of UAH 11.08 million, mainly for the purchase of such goods:

- 33140000-3 Medical supplies;
- 33190000-8 Various medical equipment and products;
- 33150000-6 Equipment for radiotherapy, mechanotherapy, electrotherapy, and physical therapy.

A total of 152 signed contracts worth UAH 17.21 million secured 54.37% of the public procurement market for this participant in their direction.

4. Vegetables, fruits, agricultural products, timber – UAH 1.78 billion

In this category, 17,679 won tenders have brought income of UAH 1.78 billion to entrepreneurs. The most successful participant concluded 12 agreements for the amount of UAH 46.71 million for the purchase of the following goods:

- 03400000-4 Forestry and logging products;
- 03411000-4 Softwood;
- 03410000-7 Wood.

In general, this supplier signed 19 contracts worth UAH 53.64 million, which provided them with 76.05% of the public procurement market among direct competitors.

5. Furniture, household appliances – UAH 1.24 billion

In this category, entrepreneurs won 19,899 tenders worth UAH 1.24 billion. The income of the most successful supplier amounted to UAH 133.55 million due to the signed 18 contracts, in particular for the purchase of the following products:

- 39120000-9 Tables, sideboards, desks, and bookcases;
- 39130000-2 Office furniture;
- 39150000-8 Miscellaneous furniture and fixtures.

During the year, the supplier won 29 tenders worth UAH 133.79 million, which allowed them to get 92.67% of the public procurement market in their area.

6. Electricity, oil, gas, fuel – UAH 947.68 million

Procurements in this category can be considered the most expensive on average since in 2021 entrepreneurs won 1,886 tenders with a total value of UAH 947.68 million. The leader was a private individual who concluded 106 agreements for the amount of UAH 400.69 million, mainly for the purchase of such goods:

- 09130000-9 Oil and distillates;
- 09132000-3 Gasoline;
- 09134200-9 Diesel fuel.

In general, due to 331 tenders won for UAH 458.58 million, this entrepreneur took 66.42% of the public procurement market among their direct competitors.

7. Office equipment, computers – UAH 825.85 million

16,252 tenders won in the previous year in this category brought participants UAH 825.85 million. The most successful was the private individual, which received a total income of UAH 9.97 million by concluding 1 agreement on such a purchase:

- 30210000-4 Data processing machines (hardware).

This provided them with 91.15% of the public procurement market in their direction.

8. Building materials – UAH 772 million

In this category, private individuals won 13,028 tenders worth UAH 772 million. The entrepreneur who signed 2 agreements with a total value of UAH 23.68 million for the supply of such goods received the highest income:

- 44210000-5 Structures and their parts.

If we talk about the market share, then for this entrepreneur in 2021 it amounted to 98.1% due to 5 signed contracts for UAH 24.74 million.

9. Engineering design services – UAH 765.06 million

4,927 tenders won in this category brought entrepreneurs UAH 765.06 million. The leading supplier won 15 procedures for the amount of UAH 19.21 million. The tenders concerned the following procurement items:

- 71250000-5 Architectural, engineering, and geodetic services;
- 71340000-3 Integrated engineering services;
- 71350000-6 Scientific and technical services in the field of engineering.

The market share of this private individual among direct competitors in public tenders was 86.77%.

10. Repair and maintenance services – UAH 431 million

In this category, 6,611 tenders were won for a total of UAH 431 million. Its leader was supplier, which earned UAH 5.6 million by concluding 13 deals on the following purchases:

- 50110000-9 Repair and maintenance of motor vehicles and associated equipment;
- 50112000-3 Repair and maintenance of cars;
- 50112100-4 Car repair.

In general, this entrepreneur signed 15 contracts with customers for UAH 9.05 million, thanks to which they received 69.75% of the public procurement market in their area.
