The beginning of spring was noticed for the country's drive to once again raise the subject of gas supply and energy independence. Clashes through gas from the RF, generous snowfalls, along with a sudden cold snap, caused a lot of controversy. Everyone wanted to find out if the call to "tighten up" was meaningful, they discussed where we are going from gas, but almost nobody spoke about energy efficiency and the fact that at this stage our country made this vector.

Ensuring the efficient use of energy requires a lot of money and this precludes its implementation. The budget does not have enough money to modernize the energy infrastructure, which has led the government, together with the council, to take consistent measures in the past few years and have handed over this issue to business.

ESCO Contracts: Their Present and Future in Ukraine

From 2017, you can order energy services and sign ESCO-contract through the ProZorro system. This means that during the respective heating period, state enterprises and utilities were able to increase their efficiency.

With the completion of works, utility services will be cheaper for the customer, and the owner will pay the saved money (or part of them) for a certain period to the performer. Let's try to depict this principle on the example of kindergarten. During the year, he spends on utility bills, for example, 350 thousand UAH. An agreement is concluded between the owner-owner community and ESCO-company. At its own expense, the company carries out the necessary energy saving measures as provided for in the agreement (all depends on the type of construction, equipment modernization, lighting, insulation, etc.). The customer still has not spent any hryvnia. After the end, energy efficiency has increased and the garden pays for utilities already 200 thousand hryvnia. But he also pays 350 thousand hryvnias for as long as he does not pay for the ESCO-company's work.

Such an agreement can be implemented within 5-10 years. This time is enough to apply relatively small innovations: heat points, pumps and lighting. In some cases, the agreement may exceed the specified timeframe. This happened in the Baryshevsky district (Kyiv region) with one state institution that signed a contract for 14 years, during which full modernization should take place. It is expected that energy consumption will decrease by 60%, and the volume of investments will be 7.5 mln UAH. This suggests that the first Ukrainian state institutions that have gone this step are already benefiting from this.

Saving indicators and regional shifts

On different objects, savings can vary, from 10% to 70%, but on average, it is about 30-35%. ESCO companies are only beginning to appear in Ukraine's life, but there is an excuse to speak of the growth of the industry. In 2016, only 20 out of 5 cities were signed (these were test projects), and in 2017, such contracts were already 260, and the number of settlements increased to 21. As soon as the functional on the order of ESCO-contracts appeared in ProZorro system was exposed 347 tenders, 19 of which are still waiting for proposals.

The largest number of concluded contracts came to Kiev, where they signed 15 institutions. The city's economy is 1,126 million. The Kirovograd region also has an avant-garde position. Three tenders on ESCO contracts have already been completed on its territory, it is expected that the use of heat energy will be reduced by 30% on average.

In Ukraine, there are about 77 thousand state institutions. The energy saving potential of these facilities is within 40% and 70%, while the costs for modernization range from 4.2 to as much as $ 8.5 billion. And this means that the niche of ESCO services in Transparent has huge prospects for growth. With the preservation of the Eastern dynamics, such contracts will continue to be signed and no "screwing" will no longer be needed.
