The SmartTender team analyzed the proposals of suppliers who were disqualified in the May government tenders, and identified the most common mistakes. We recommend that you familiarize yourself with them to avoid this in your work and not lose the chance to become a winner due to your inattention.

The Company Doesn’t Have QES/IES

In April, Prozorro changed the procedure for submitting a proposal for a tender and it became mandatory to sign an electronic signature. Since many suppliers at that time did not have a QES or IES, in the first half of May a large number of bids were disqualified due to the lack of an up-to-date signature. And already during the second half of May, individual suppliers could not submit an offer, because they were waiting for them to be given the ordered electronic signature.

In order not to get into such a situation, take care of obtaining an up-to-date electronic signature in advance. We advise you to immediately order the QES on a secure medium since only this type of signature will be allowed in public procurement from the beginning of 2022. Not All Tender Documents Have Been Uploaded

The second most common mistake of suppliers was the absence of some documents in the tender offer. The bidder could accidentally under-upload certain files or omit the customer's request in the tender documents, which led to the application of the “24 hours error correction” rule. Certain suppliers ignored this rule and were disqualified. The rest - have corrected the error, and lost the opportunity to make corrections to the documentation in the future if the customer finds a really serious discrepancy. As a reminder, the “24 hours” rule can be applied to one participant only once during the entire tender.

Suppliers Do Not Confirm Their Offers in the Extended Tender

After the customer makes changes to the tender documentation or extends the tender period, each of its participants must re-submit their proposal, thereby confirming their intention to participate. However, many suppliers do not do this, which is why their proposals do not participate in the tender.

The Bank Guarantee Is Missing or Is Not Drawn Up Correctly

This error also occurs in tenders that have been extended. When the trading date is postponed, the terms of the bank guarantee also change. This must be borne in mind if you re-submit an offer for a tender that has been renewed.
