With the outbreak of war in Ukraine, a large number of purchases were put on hold. But victory is on our side, the soldiers are successfully repelling the offensive of the invaders, and the economic processes within the country are gradually recovering.

Despite the fact that the state allowed wartime purchases through the conclusion of direct contracts (read the news), new tenders are published every day in the Prozorro system. The SmartTender team analyzed which goods, works and services are in the greatest demand, and collected other interesting data on procurements that were carried out from February 24 to March 31.

What Is the Situation With Public Procurement Today?

Since the beginning of martial law, more than 5,020 government customers have published their purchases in the Prozorro system. They announced 8,408 competitive procedures (including open tenders, simplified/subthreshold procurement, negotiation procedures for defense needs, etc.) and 146,523 non-competitive procedures (procurements without the use of an electronic system, and negotiation procedures, including simplified ones). During this time, 2,750 suppliers took part in the procurement, who submitted 4,877 proposals. According to the results of procurement, state customers managed to save UAH 109.08 million.

As of 1.04.22, the average coefficient of competition in competitive procedures announced since the start of martial law is 1.72. This means that each supplier has a high chance of winning tenders.

During martial law, the following institutions most often announced procurement under competitive procedures:

Kyiv (2,133), Dnipropetrovsk (1,324) and Lviv (1,168) became the record-breaking regions in terms of the number of announced procurements (including direct ones). The same regions became record holders in the number of companies currently participating in tenders: 500, 339 and 266, respectively.

TOP-5 Categories of Public Procurement that Have Been Published Since the Beginning of Martial Law

The largest number of procurements was announced in the following categories under the second sign:

1. 33000000-0 Medical equipment, pharmaceuticals and personal hygiene products – 1,241 competitive and 13,278 non-competitive procurement. 5. 50000000-5 Repair and maintenance services – 534 competitive and 8,439 non-competitive purchases. They were attended by 282 suppliers, and the level of competition in successful bidding was 1.11.
