In this interview, you will learn how the appearance of the Prozorro system influenced the work of one of the most experienced suppliers of road construction tenders – SBMU Pidryad LLC, as well as on what principles the company chooses procurement for participation. The SmartTender team talked about this and many other things with Dmytro Popovych, legal adviser of SBMU Pidryad LLC.

Tell us about the activities of your company

Today SBMU Pidryad LLC is one of the leading enterprises in the road construction industry in the Kyiv region. The company has been on the market for 23 years, and initially, it was exclusively engaged in the production of asphalt concrete mixtures. In the process of economic activity, one more direction was mastered – now we not only produce mixtures but also carry out repairs and construction of roads using our asphalt concrete mixtures.

SBMU Pidryad LLC has its qualified road service, which directly carries out work on the repair and construction of roads. As well as our fleet of trucks for the transportation of finished products and a fleet of construction and special equipment. The company employs about a hundred people.

How long have you been involved in procurement?

Before the Prozorro system appeared, we took part in the so-called “paper” tenders, when it was necessary to prepare a huge amount of papers. Since 2016, we have smoothly switched from “paper” tenders to electronic ones.

Asphalt and road construction and repair works are almost always paid for with budget money. Therefore, each company that makes asphalt or repairs roads works with budgetary organizations and therefore is obliged to participate in public procurement procedures.

As for the number of customers, it cannot be said that with the advent of the Prozorro system, their increase took place. Rather, their number has remained virtually unchanged.

If earlier, before the start of Prozorro, government or municipal customers announced 1-2 large tenders per year, and this was enough for them, now they divide their order into 5 small purchases and announce tenders throughout the year. For comparison, when the system first appeared, we got about 40 tenders a year. Last year, there were already about 160 of them. I think this can be explained by the fact that it is more profitable and more convenient for customers to purchase goods and work, as well as by the fact that pre-threshold tenders were introduced into an electronic system.

During our work at Prozorro, we took part in 381 tenders and won half of them – 194. In total, the company signed contracts worth 686 million hryvnias.

Although the number of tenders has increased, it has become more convenient to work. We got rid of a heap of paper documents that previously had to be prepared, delivered to the customer, tracked how they were opened, as well as how competitors took part in the tender. Now everything is automated, transparent, and, accordingly, much simpler.

Most often, we take part in tenders with the following procurement items:

1. Construction materials.
2. Asphalt.
3. Construction of pipelines, communication lines, and power transmission lines, highways, roads, airfields, and railways; alignment.
4. Overhaul and restoration.
5. Materials for road construction.

Competition in our market is great – there are several asphalt concrete plants just in Kyiv. Moreover, their capacity is such that 1-2 factories can cover the needs of the entire capital. Plus, new players appear. However, to enter this market – one desire is not enough – it is necessary to build a production base.

What are the features of working with construction tenders?

The first thing I want to name is seasonality. It is logical that in the cold season, the demand for our product will be lower. Also, in construction tenders, much attention is paid to the technical part: it is important to prepare a large package of documents for participation.

How do you choose organizers?

We have no special requirements, we try to participate in all suitable tenders. Our main customers are RMD (road maintenance departments), which are in every district of Kyiv.

The only reason we can refuse to participate is the distance to the place of delivery. We can transport the mixture over a limited distance since we simply will not physically deliver it in the state that is needed for laying (the mixture begins to solidify after 2 hours).

What advice would you give to aspiring construction tender suppliers?

Probably the main condition that is advised to everyone is to carefully read the terms of the tender documentation. Chips are chips, but when the moment of evaluation comes – to win, first of all, there must be a low price.
