"Smart-Regions" is a large-scale Ukrainian educational program, which was created and launched in order to increase the qualification level of the representatives of the field of public procurements. The project organizers plan to hold seminars in all regions of Ukraine and familiarize participants with the features of the new Law on Public Procurement, the conditions for participation in electronic tenders Transparent, and together with experts to dismantle practical cases.

The project was initiated by SmartTender.biz, one of the largest electronic trading platforms, which is an official member of ProZorro and ProZorro. Sales. The development of a quality educational product played a part in the experience gained in tender bids and cooperation with leading national enterprises (Ukroboronprom, Ukrtransnafta, Ukrenergo, etc.).

The partners of the program were: Antimonopoly Committee of Ukraine, Ministry of Economic Development of Ukraine, State Enterprise "ProzorO", "Public Procurement Advisor" magazine, DoZorro Online Platform: Public Procurement Control. Representatives of these organizations take an active part in developing and conducting practical classes within the "Smart-regions".

Changing legislation needs to be adapted

The Law "On Public Procurement" was approved on December 25, 2015. Its purpose is to regulate the economic and legal aspects of public procurement of goods, works and services, to promote healthy competition and to prevent corruption schemes in this area.

Since 2016, government procurement has begun through Transparent platform. It has become one of the key steps in creating an efficient and transparent system of sale of state property. However, the establishment of change requires time and information support. After all, the unpreparedness of personnel to work on new standards often leads to errors and violations.

Special attention and professional development are needed by specialists in the regions. Within the framework of the "Smart-Regions" program familiarization with regulatory changes, principles of electronic trading, acquisition of practical skills takes place with the help of highly skilled speakers with direct experience in the field of public procurements.

What? As? Where? When?

The learning process takes place in the form of a two-day training. The first day is devoted to the training of customers, the next - to the training of suppliers of electronic trading. The main topics are the actual technical aspects of the procurement system, the analysis of key legislative provisions, the work on complaints of wrongful acts and the analysis of successful examples of public procurement.

Separately, the following issues were covered:

increase of efficiency of purchases and sales;

saving resources during procurement;

drafting and submission of tender documentation;

detection and avoidance of mistakes during the tender.

The team of trainers has already visited Chernivtsi, Boryspil, Zhytomyr, Lviv, Ivano-Frankivsk and other cities of the country, and plans to reach the maximum number so that everyone interested in professional growth and experience gained experience can take part in the training.
