Important News About the Prozorro.Sale

The most important news of the year was the launch of the land market, and in just a month and a half, this category of auctions became one of the most profitable in Prozorro Sale. Just a reminder, all auctions for the sale of communally owned land plots must take place precisely in the electronic system.

In the Prozorro.Sale system itself, the processes have been improved and new procedures have been added:

1. Updated auction module has been launched for all new procedures already working in the updated central database: for Deposit guarantee fund for individuals, subsoil, wagons, lease of state and municipal property, etc.
2. The ability to create lease objects, submit applications to initiate an auction or renew an agreement, and the ability to publish valid lease agreements have been implemented.
3. Added new types of auctions: lease of property with pre-emptive right and sale of land with pre-emptive right and its dispossession.
4. A test bidding page has been implemented, where you can independently create auctions and test game strategies.

Our site was also developed. During this year, we have two global improvements:

1. Updated cabinet for organizers of auctions for rent and sale.
2. Telegram bot that helps the user to select a land plot according to the desired parameters.

Of course, in 2021 we have implemented many more useful things for our users.

How Much Did the State Earn in 2021?

As of December 24, 5,054 state organizers are registered in the system, including divisions, utilities, departments, regional, city, and village councils, regional offices of the state property fund, and other representatives from all 24 regions of Ukraine.

In 2021, 31.62 thousand auctions were completed in Prozorro.Sale with a total value of UAH 23.07 billion. The average price increase was 34%.

This year, 19.73 thousand participants took part in the auctions, including sole proprietorship, individuals and legal entities, and non-residents. The average bid submission rate per Prozorro.Sale auction was 2.18.

TOP-5 Categories in Terms of the Number of Auctions Held and Profits

According to our data, most often in 2021, auctions were announced in the following categories:

1. Real estate.
2. Agricultural, farm products, fishing products, forestry, and related products.
3. Transport equipment and accessories (cars).
4. Real estate services (rent).
5. Mining products, base metals, and related products.

The most profitable categories of the year, which brought the most funds to the state budget, were the following:

1. Real estate.
2. Mining products, base metals, and related products.
3. Integral property complex – a complex of assets of an enterprise.
4. Agricultural, farm products, fishing products, forestry, and related products.
5. Land plots.

TOP of the Most Expensive and Interesting Lots

We analyzed all the trades held and determined that the following were the most expensive lots in 2021:

1. Sale of part of the property of PJSC "Dneprovsky Metallurgical Plant" (UA-PS-2021-07-05-000050-3) with a starting cost of UAH 8.39 billion and the final cost of UAH 9.17 billion.
2. The single property complex of the SE “Kalushska combined heat and power plant – new” (UA-PS-2021-10-31-000002-1) with a starting value of UAH 230.16 million and a final cost of UAH 801 million.
3. Separate property of the SI "Lviv Correctional Colony (No. 48)" (UA-PS-2021-05-08-000010-2) with a starting value of UAH 132.67 million. and the final cost of UAH 337.50 million.
4. Land plot with an area of 113.5298 hectares and fixed assets in Kyiv (GFD001-UA-20210520-05056) with a starting cost of UAH 370 million and a final cost of UAH 370 million.
5. Special permission for the use of subsurface resources – Pivdenno-Rusanivska area (SUE001-UA-20210722-00017) with a starting cost of UAH 92.50 million and a final cost of UAH 304.61 million.

The record-breaking lot, the price of which during the auction increased by 40000100% (UAH 400,000), was the unfinished construction object – a 50-apartment residential building in the town of Krolevets, Sumy region (UA-PS-2021-02-17-000001-2). Its starting price was UAH 1.

But the longest auction of the year lasted 6 hours 47 minutes, and 44 participants took part in it. They competed for non-residential premises of the Prydniprovska railway of JSC Ukrzaliznytsia (UA-PS-2021-09-14-000023-1), and as a result of the auction, the price increased tenfold – from UAH 443.99 thousand to UAH 4.40 million.
