The Main Changes in Procurement Processes in 2021

In 2021, the following changes took place in the Prozorro ecosystem:

1. The “Purchase Life Cycle” parameter has appeared, thanks to which the customer can evaluate the supplier’s offer not only by the price of the goods but also by the cost of its further operation. Read more here.
2. Decree No. 1266 introduced a new rule for customers to publish on their website the rationale for the technical and qualitative characteristics of the subject of the procurement, its expected cost, and the size of the budget assignment. The corresponding refinement was implemented on SmartTender.biz: now, when filling in the “justification” field when publishing a procedure, this information is pulled up only in the “Trading Mirror” and is not displayed on the Prozorro website. 3. In April, customers were allowed to demand the security of tender proposals and the execution of the contract. This helps to reduce the number of cases when the supplier refuses to sign the contract or, having signed it, does not fulfill its obligations. Read more here.
4. Starting from August, customers can specify the unit price in the tender. This information helps the organizer to analyze prices for specific products in a certain period. This functionality is currently optional.
5. On November 10, amendments to the Law “On Public Procurement” came into force, which obligated customers to indicate information about the country of origin of goods in a separate electronic field, and for each nomenclature item of the procurement subject.
6. On November 8, the online testing of Authorized Persons started: only those who successfully passed it have the right to fully conduct procurements of state customers.
7. Since February 1, a new procurement tool – a price quotation request – has launched in Prozorro Market.
8. Since November, it has become possible to sell and buy electricity in Prozorro Market.

Changes have also affected our site:

1. In 2021, SmartTender.biz has completely switched to the new format of the Prozorro auction search page and the tender details page. A new module "Competition Analysis" for suppliers was also implemented.
2. We improved the customer's office: we set up work with contracts and making decisions on qualification and prequalification through the platform, and also added the ability to process applications.

In 2022, we will continue to update the functionality for customers and suppliers and make it more convenient and useful. Prozorro Market will expand categories, in particular, they plan to launch gas purchases through the e-catalog. Also, shortly, the ability to purchase several product profiles in one basket will become available.

In 2021, 5.08 million tenders were successfully conducted in the Prozorro system (which is 95.10% of the total) with an expected value of UAH 948.14 billion. In total, 265.91 thousand suppliers took part in them.

According to the results of the analytics, in 2021, the number of tenders held is dominated by the purchase of goods (65.4%), the second place is the purchase of services (27.3%), and the third is the purchase of works (7.3%).

The distribution of purchases by the cost of conducted tenders differs significantly and looks like this: purchases of works prevail (51.1%), purchases of goods are in second place (35.4%), and purchases of services are in third place (13.5%).

3. LLC "CENTER FOR CERTIFICATION OF KEYS "UKRAINE" – 18,717 tenders.
4. LLC "NEW LINE 1" – 14,027 tenders.
5. LLC “LIVING TORG” – 17,268 tenders.

The record-breaking regions in terms of the number of procurement suppliers were Kyiv (46.37 thousand participants), Lviv (16.89 thousand participants), and Dnipropetrovsk (16.75 thousand participants) regions.

The record-breaking regions in terms of the number of announced purchases were Kyiv (609,722 tenders), Dnipropetrovsk (325,407 tenders), and Kharkiv (318,940 tenders) regions.

In 2021, according to data from Prozorro, the state marketplace achieved the following indicators:

1. The volume of goods sold in the catalog reached UAH 400 million.
2. The marketplace has already been used by 4 thousand customers, and 1.2 thousand suppliers have placed their offers in it.
3. Procurement by price quotation request helped customers save UAH 30 million. On average, 3 suppliers participated in this type of procedure.
4. The number of products presented in the catalog has grown from 13 thousand to 54 thousand.
