As part of a SmartTender and KSE joint special project, we present the third block of analytics on the leaders of public procurement markets. This time, the team of the Center for Excellence in Procurement of the Kyiv School of Economics (hereinafter – the CEP team) presents the dynamics of the most successful participants-winners of procurement on the road theme or, as it is popularly called, "Big Construction" - about those who won the most contracts for a quarter trillion hryvnia for road construction.

How to Read Infographics?

The CEP team has selected completed competitive tenders in five categories by 4 CPV digit, held from the beginning of 2019 to the present day. Then they ranked the TOP-20 of the most successful tender winners for this period and showed monthly cumulative (total) dynamics in the overall rating.

What Tenders Are Included in the List?

The list includes only tenders held by the Automobile Roads Services of Ukraine (that is, excluding local authorities) in five CPV classes:

- 45230000-8 Construction of pipelines, communication lines, and power transmission lines, highways, roads, airfields, and railways; leveling surfaces;
- 63710000-9 Servicing land modes of transport;
- 71320000-7 Engineering design services;
- 50230000-6 Repair and maintenance services for road infrastructure and related equipment and related services;
- 45220000-5 Engineering and construction works.

In just two years and one quarter of 2021, UAH 264 billion was spent on completed tenders.

Ranking Leaders

The company “Avtomagistral-Yug” became the leader. Its achievement is the greatest and reaches UAH 57 billion. In second place is “ROSTDORSTROY” with UAH 20 billion. This participant has been systematically increasing the number of contracts since 2019, thus gradually gaining second place in the ranking. In third place is the "daughter" of the Turkish "ONUR", but taking into account the "parent" ONUR, this group may deserve second place with the total number of contracts for UAH 35 billion.

An interesting fact: if the ONUR company during 2020 gradually lost its positions in the rating, then ukrainian ONUR, on the contrary, increased, thus maintaining the general position of the group.

Among the newcomers, it is worth noting another Turkish group - "Doğuş inşaat ve Ticaret a.ş". In February 2021, it signed a contract with the Highway Service in the Poltava region for UAH 11.248 billion (Construction of the public highway of state significance N-08 Boryspil-Dnipro-Zaporizhzhia (through Kremenchuk)-Mariupol on the bypass section of Kremenchuk with bridge crossing over the Dnipro river in the city of Kremenchuk, Poltava region). The tender itself was announced last year.
