As part of a SmartTender and KSE joint special project, we present the sixth block of analytics on the leaders of the public procurement markets. The team of the Center for Excellence in Procurement of the Kyiv School of Economics (hereinafter – the CEP team) presents the dynamics of the most successful participants-winners of competitive procurement of the Ministry of Defense. We are talking about contracts for UAH 13.4 billion from the beginning of 2020.

How to Read Infographics?

The CEP team has selected completed competitive tenders by the 4th CPV digit, held from the beginning of 2020 to the present day. Then they ranked the TOP-20 of the most successful tender winners for this period and showed monthly cumulative (total) dynamics in the overall rating.

What Data Is Considered in the Study?

In this case, the CEP team analyzed the purchases that were carried out during the selected period by the Ministry of Defense of Ukraine (the Department for the preparation and conduct of purchases in the direction of logistics support of the procurement department of the Department of Public Procurement and Supply of Material Resources of the Ministry of Defense). But it should be noted that the MDU is not the only one who bought in the interests of the army. Purchases are carried out by other customers in contact with the Ministry of Defense, and even more by those who buy for security purposes.

The customer selected by the CEP team has completed competitive purchases for UAH 13.4 billion since the beginning of 2020. The largest expenses were on fuel (UAH 4.5 billion), catering services (UAH 4.4 billion), and individual uniforms (UAH 1 billion). In general, more than a dozen companies supplied fuel. The first place was taken by "ALLIANCE ENERGO TRADE", the second - by "SOCAR UKRAINE".

Food

A monopoly position in this market in terms of the total number of contracts was taken by “VIYSKSERVIS-VOLONTER”. Therefore, this section is presented without infographics, but only with a final table with the number of winnings.

Outfit

It is one of the most competitive and fierce markets for the military, with many competing suppliers selling everything from army footwear to clothing. Participants of “EKSTRIM-TEKS”, “LUXFORMTRADE”, and “OLTEX” compete for the first three places with varying success.
