How to Take Part in the First Public Procurement on the SmartTender.biz

Participation in the public procurement is a great way for any entrepreneur to expand the sales market and improve his reputation among potential customers, no matter how long his company has been on the market. How beneficial is it? In total, in the first half of 2020, state customers organized 207,630 tenders in the Prozorro system for a total of 456.3 billion hryvnia. All this money was received by suppliers who took part in public procurement and offered the necessary goods, services, or works at the most favorable prices.

1. Log in to the SmartTender.biz

Only authorized users can submit a price offer for the selected tender. To do this, you need to log into your account (Fig. 1).

2. Find a Tender You Are Interested in

Go to the tender search page. The following tools are available:

1. 1. The filter panel is located on the left side of the page. Here, in the "Type of bids" column, check the box next to the item "Open procedure" (Fig. 2). You can also use other filters: type of purchase item, initial rate, region, etc.

     2. The search bar is located at the top of the page (Fig. 3). Here you can enter keywords that will help you find the desired tender:

• • • name of the subject of the procurement;

    • tender number;

    • name of the organizer, etc.

3. Read the tender information

Found a purchase that interests you? Click on its name to go to the detailed information page (Fig. 4). Here you can do the following:

• • get acquainted with the detailed information about the purchase;

  • download and read all files of tender documentation;

  • submit a question, demand, or complaint to the customer, to which he is obliged to respond, within the established time limit;

  • submit your tender proposal;

  • order a police clearance MIA certificate (always needed by the winner of the auction);

  • order free legal advice or full legal support for the procurement participation.

4. Submit your tender offer

If you are sure that your product, service, or performance of work meets the terms of the tender documentation, click the "Submit bid" button and go to the offer submitting page (Fig. 5).

Upload files to the system

Click the "Select files" button and upload the documents that meet the tender conditions to the system. Please carefully indicate the type of each one. You can also sign them using the EDS/QES.

Write the cost

In the column "Your bid" enter the amount for which you are ready to sell a product, provide a service, or perform work. It must be equal to or less than the amount specified by the customer starting.

Make sure you have enough funds on your balance

Participation in public procurement is paid for suppliers. The site will show you how much should be on your balance sheet and whether you have enough funds to pay. To top up your balance, use our balance top-up instructions.

Send an offer

Click the "Send Offer" button at the bottom of the page. From this moment you become a bidder. The customer will read your offer and, if it's all right, will allow you to participate in the auction – the second stage of the tender.

5. Take Part in the Auction

The auction consists of three rounds. During each of them, you will compete with other suppliers, reducing or keeping your price offer unchanged. The step of the rate reducing is set by the customer in the tender documentation terms (it is indicated under the starting price on the tender page). The supplier with the most favorable price offer wins.

Next, the organizer checks the compliance of the winner's tender offer with the terms of purchase and, if it's all right, signs a contract with him. According to such a simple algorithm, any entrepreneur, regardless of his experience, can receive a profitable order for a large amount.
