We remind you that in the Prozorro system, the procedure for submitting a proposal for public procurement has changed. The SmartTender team has prepared a short instruction for its users on how to sign an offer using the site's functionality.

Signing an Offer Upon Initial Submission

To successfully submit a proposal, follow these steps:

1. On the page for submitting a proposal, do all the usual actions: fill in the fields and upload the documents.

2. Check the correctness of filling and click the "Send offer" button at the bottom of the page (Fig. 1).

3. The screen will display the message “The proposal has been saved as a draft, for activation, it is necessary to impose a QES/IES” (Fig. 2). At the draft stage, the proposal is not signed by the QES/IES and is not considered submitted.

4. The "Send offer" button will change its name to "Activate offer" (Fig. 3). Click it to sign the offer.

5. A pop-up window will appear on the screen with the functionality of the QES/IES overlay (Fig. 4). Upload your electronic signature and click the "Sign" button.

6. After signing the proposal, a message will appear on the screen stating that the proposal has been submitted and signed (Fig. 5).

Editing a Proposal

The editing of the sentence is done in the same way as before. But, to submit an edited offer, you must click the "Send offer" button at the bottom of the page and repeat the steps similar to those described in the previous paragraph.

Please note! If instead of the actions described above, you click the "Sign QES/IES" button at the top of the page (Fig. 7), the system will simply overwrite the electronic signature on the proposal. The changes made will be canceled and the data will be filled in according to the last submitted proposal.

If the Proposal Becomes Invalid

When a customer makes changes to purchase, the proposals of all its participants become invalid, and they must either be confirmed and activated or canceled.

To activate your offer, follow these steps:

1. Click the "Send offer" button (Fig. 8).

2. Sign the QES/IES proposal (Fig. 9).

If you want to cancel the offer – press the button "Cancel the offer" (Fig. 10).

What Kind of Electronic Signature Is Better to Put on the Proposal for the Tender?

We remind you that the type of signature (QES or IES) must comply with the requirements of the tender documents. IES is not recognized as an analog of QES, and its use may lead to your disqualification in some tenders.
