Prozorro state customers

Over the past months, there have been many outstanding changes, both on the SmartTender.biz site and in the Prozorro system. We talked with Mykyta Lysiuk, the head of the department for work with government customers at SmartTender.biz, about what these changes were, what the year 2020 turned out to be for state customers, and about the plans of the site.

SmartTender.biz Received the Fifth Level of Accreditation

The most important event for us was that on February 9, 2021, by Order of the Ministry of Economy No. 237, SmartTender.biz was granted the fifth, highest, level of accreditation, thanks to which it now has the right to provide services not only to customers and suppliers but also to Centralized purchasing organizations. Changes to the Defense Procurement Procedure

In January, Prozorro State Enterprise implemented in the electronic system the requirements of the new legislation for the defense procurement procedure. Defense customers now have to apply an updated procedure. It is in many ways similar to the earlier negotiated defense procurement procedure, but with some differences. According to the Law "On Defense Procurement", when applying simplified bidding, negotiations are not provided, and the grounds for qualification and disqualification, reasons for canceling the procedure, etc. have changed somewhat. A New Alternative to Simplified Purchasing

Another important change has occurred in Prozorro Market – a convenient alternative to simplified procurement has appeared – the request for quotation procedure. Thus, government customers can buy goods in catalogs worth up to UAH 200,000 (and up to UAH 1 million if the customer is a monopolist) and spend only two days on it (instead of the usual three weeks in simplified purchases).

During the first week alone, the request for quotation procedure was used more than 200 times, and we are sure that it will gain more and more popularity due to its convenience. Read more about the procedure here.

More Than 2,000 New Users and Other Achievements of the Direction in 2020

In 2020, the direction of work with the government organizers of our site showed the following results:

- 2,011 new users have registered on SmartTender.biz – they are purchasers of government organizations;
- 1,700 customers published 201,609 tenders and 83,026 plans using the site's functionality;
- the SmartTender team received and processed over 53,000 calls to the support line.

We continue to improve the functionality of the site every day and do our best to make the work of our users as convenient as possible. Also, we regularly conduct training events where we talk about the rules of work and current events in the field of public procurement, as well as about changes in the legislation concerning Prozorro.

New Format of Training Events for SmartTender.biz Users

In 2020, our team organized 11 SmartTender Academy seminars for government customers, held 15 open and closed webinars, and issued almost 400 certificates. At the moment, more than 10,000 viewers have already watched the recordings of online events. They can be found in the "Webinars" section.

From March, we plan to launch a series of training seminars with the State Audit Service and the MASTER project team (this is a software product for conducting accounting and tax accounting at small and medium-sized businesses). Follow our announcements.
