At the end of March, Prozorro launched a new martial law procurement platform, Prozorro+. With its help, government customers can quickly buy humanitarian goods, and suppliers – to sell their products through an electronic catalog, without paying a commission (read more about this in our news).

We tell you what two options for working on the platform have government customers, and what is the procurement algorithm.

What Options for Working on Prozorro+ Are Available to Government Customers?

The Prozorro Plus platform was created for the quick procurement of the most necessary goods during wartime – more than 150 product categories are currently available. There are two options for customers:

1. If the electronic catalog contains offers for the required product, the customer can independently find the supplier's offer and conclude an agreement. The procedure is similar to ordering in Prozorro Market or any major online store.
2. If the required product is not available (or the customer needs help with searching in the catalog), they can leave a request for the need for the product. The specialists of the Prozorro+ team will independently find a supplier and send the proposal to the customer.

Thus, each state institution will be able to cover its needs as quickly as possible, even in those goods that are difficult to find. In the absence of funds for the purchase, you can additionally apply to search for a funding donor.

How to Buy a Product That Is Available in the Catalog?

If the desired product is available in the electronic catalog, you just need to add it to the basket and place an order. Follow these steps:

1. Find the product on Prozorro+.

2. Place an order with an existing supplier. Indicate whether you have the opportunity to pick up the goods yourself and, if you need donor funding, check the box “Financial assistance from the Volunteer Fund”:

- - if you are purchasing at your own expense, wait for confirmation from the supplier after placing the order;
  - if you have indicated a need for funding, the Prozorro+ team will contact you to clarify funding and look for a donor. After agreeing on financing, receive an order confirmation from the supplier.

3. Receive the goods.

4. Publish the purchase report in the Prozorro system.

How to Buy a Product That Is Not Available in the Catalog?

If the category of the product you need is created in the electronic catalog, but there are no offers in it, or if you need help finding a product, you can contact Prozorro+ specialists. The algorithm of your actions, in this case, is as follows:

1. When placing an order, select "Prozorro. Search for a supplier by the Prozorro+ team” as the supplier.

2. Place an order. Indicate whether you have the opportunity to pick up the goods yourself and, if you need donor funding, check the box “Financial assistance from the Volunteer Fund”.

3. The Prozorro+ team will contact you to clarify the supplier and find a funding donor (if you need it). After that, the specialists will independently find the required supplier and give you their offer.

4. Cancel the requirement (report) after agreeing on the terms of purchase with the found supplier.

5. Receive the goods.

6. Publish a Procurement Report in Prozorro with the supplier found by the Prozorro+ team.

Possibility of Partial Closure of Demand

Under martial law, it is not always possible to find large consignments of goods. If the supplier has only a part of the required volume of products, Prozorro+ can issue a partial closure of the requirement. And then buy the rest of the stuff.

Let's look at an example:

You ordered 100 kg of potatoes, but the supplier on Prozorro+ only has 50 kg. The supplier agrees to your request, contacts you, and says that they have 50 kg. If this suits you, you can go to the draft of your purchase and change the quantity of the required product to 50 kg. The purchase of the rest of the goods can be made later, in a convenient way for you.
