ProZorro more satisfies suppliers who have long and often been involved in tenders. This is probably because such participants already have experience with the system, won competitive procurement, understand how it works, and are perhaps less inclined to see everything in black and white.

More satisfied with the system are participants who have not previously participated in public procurement (before the creation of ProZorro). Among those who already work in ProZorro, those who started work during the pilot project (February 2015 – July 2016) are more satisfied with the system.

The satisfaction of ProZorro system is almost independent of whether the respondent participated in purchases, whether above or below a threshold.

The level of satisfaction is almost independent of the particular procurement industry. Bidders in the categories of "petroleum products", "construction work" and "electrical engineering" are slightly less satisfied than others. Bidders in the categories of “furniture” and “agricultural products” are satisfied slightly more than others.

Number of Tender Bids Submitted by New Participants before They Stopped Participating in Tenders

Most new entrants who quit after the first year of work left ProZorro immediately after 1-2 attempts. The first 5 participations can be called critical because 90% of suppliers who stopped bidding for competitive tenders submitted their proposals up to 5 times inclusive. This creates a need to increase the level of knowledge about the operation of the system.
