The SmartTender team has researched the full data set on tenders in the Prozorro system for the first half of 2021 and is ready to share a detailed report on the results. The total amount of savings of state customers during this time amounted to more than UAH 34.5 billion.

In the first half of 2021, 4,569 state organizers and 14,052 new bidders joined Prozorro.

Major Changes in Procurement Processes in the First Half of 2021

During the first half of 2021, several important innovations took place in the Prozorro system:

1. In April, another set of criteria was electronized: to confirm the procurement of a tender proposal and to confirm the security of the procurement contract. We talked about this here.
2. Also in April, the procedure for signing a tender proposal was changed – it became mandatory to apply an electronic signature to all proposals in all competitive procurement procedures, except for subthreshold ones. We talked about this here.
3. The changes also affected Prozorro Market – from February 1, a new procurement tool – a price quotations request – was launched in the marketplace.

Purchases in the Prozorro System for the Reporting Period

In the period from 01.01.2021 to 07.01.2021, 250,366 tenders were held in the Prozorro system for individual lots in the amount of UAH 453.6 billion. 507 933 offers were submitted from the participants.

The average number of participants in successful tenders was 2.14.

Distribution of Tenders on the Subject of Procurement

According to the results of analysts, in the first half of 2021, by the number of tenders held, purchases of goods (69.22%) significantly prevail, in second place – purchases of services (23.1%), in third – purchases of works (7.68%).

The distribution of purchases by value has a significantly different form: 24.67% are purchases of goods, 48.71% are purchases of services, 26.62% are purchases of works.

According to SmartTender analysts, in the first half of 2021, the state spent the most money on the purchase of the following categories of procurement items:

Moreover, most purchases were made in the following categories of goods, works or services:

1. Electricity (09310000-5) – 8,298 tenders.
2. Oil and distillates (09130000-9) – 7,863 tenders.
3. Pharmaceutical products (33600000-6) – 5,157 tenders.
4. Other final construction works (45450000-6) – 4,819 tenders.
5. Construction of pipelines, communication lines and power transmission lines, highways, roads, airfields and railways; alignment (45230000-8) – 4,527 tenders.

Suppliers who won the highest total value purchases during the reporting period:

1. AVTOMAGISTRAL-PIVDEN LLC – victory in tenders for UAH 29.95 billion.
2. COMMON UKRAINIAN-GERMAN ENTERPRISE "AUTOSTRADA" LLC – victory in tenders for UAH 15.93 billion.
3. ONUR CONSTRUCTION INTERNATIONAL LLC – victory in tenders for UAH 9.38 billion.
4. ShBU-77 LLC – victory in tenders for UAH 8 billion.
5. ROSTDORSTROY LLC – victory in tenders for UAH 7.46 billion.

The following suppliers most often took part in tenders:

1. STM-Pharm LLC – 4,006 tenders.
2. LIVINE TRADING LLC – 3,754 tenders.
3. Epicenter K LLC – 2,995 tenders.
4. UKRAINIAN PAPER LLC – 2,177 tenders.
5. PE "OKKO CONTRACT" – 2,010 tenders.

In the first six months of 2021, the leaders in purchasing goods in the Prozorro system were the following government customers:

1. Road Service in Dnipropetrovsk region spent on procurement UAH 17.04 billion.
2. Road Service in Vinnytsia region – UAH 11.45 billion.
3. Road Service in Zaporizhia region – UAH 9.87 billion.
4. Road Service in Chernihiv region – UAH 7.87 billion.
5. Road Service in Kharkiv region – UAH 7.13 billion.

The largest number of purchases was made by the following state customers:

1. PJSC National Energy Company UKRENERGO – 1,221 purchases.
2. Department of Housing and Communal Services of Kharkiv City Council – 1,128 purchases.
3. SE SPKGt "ZORYA" – "MASHPROEKT" – 921 purchases.
4. PJSC "Ukrhydroenergo" – 870 purchases.
5. SE "Rivne NPP" SE NNEGC "Energoatom" – 682 purchases.

TOP-3 Most Expensive Tenders in the First Half of 2021

The most expensive purchases in the first half of 2021 were the following:

1. 2. Purchase number UA-2020-11-25-006234-c "63710000-9 Maintenance of land transport (services for the maintenance of public highways of national importance and artificial structures on them in the Dnipropetrovsk region)" – with the final cost of UAH 4,453,171,682.
3. Purchase number UA-2021-02-16-003153-c "Routine average repair of the public highway of national importance R-08 Nemyriv – Yampil, Vinnytsia region, km 0 +000 - km 118 + 583 (in separate sections 116.2 km) (with the development of design documentation)" – with the final cost of UAH 3,755,299,995.
