On December 15, Prozorro Market officially began the transition from a pilot project format to a full-fledged electronic catalog, in particular, the principle of qualifying for an e-catalog is changing. We provide additional explanations of how you should proceed if you are already a marketplace supplier or are going to become one. When Is It Important to Apply for a Retraining

According to Resolution No. 822, the Prozorro Market administrator considers the application of each supplier for qualification up to 10 working days. You need to have time to undergo retraining before 01/28/2021, otherwise, your access to the electronic catalog will be closed, and customers will no longer be able to see the goods you have exhibited. Therefore, we recommend that you submit a package of documents as soon as possible, before January 15, 2021.

What Documents Are Needed for Retraining

For successful retraining, you need to prepare the 1st or 2nd package of documents:

1. Certificate stating that you have experience in supplying a similar product in 2019-2020 (certificate example). Its template will also be available as part of the qualification announcement documents. The certificate must include the following:

- - the class of goods that you plan to sell in Prozorro Market;
  - numbers of consignment notes or tax invoices with receipts (not less than twenty invoices in the selected category);
  - the dates when the listed items were delivered.

Please note that a similar product is a product belonging to the same category (4th digit (CPV)) in which you qualify.

2. Three agreements concluded through the e-catalog with the buyer, or five agreements concluded in the Prozorro system with the addition of reports on the implementation of contracts.

Agreements and invoices must be submitted in the following form:

1. Information on three transactions concluded through the electronic catalog Prozorro Market in the corresponding category is submitted in the certificate format.
2. Information about five agreements concluded in the Prozorro system is submitted in the certificate format with the addition of reports on the implementation of agreements. You can check the status of the execution of contracts in Prozorro by yourself in 2 minutes. How to do this - watch in the video instructions. The attached reports must meet the following conditions:

- - have the status "Completed";
  - have a contract uploaded to the electronic system.

3. Copies of twenty tax invoices with receipts for 2019-2021 and certificate stating that you have experience in supplying a similar product. The invoices must meet the following conditions:

- - confirm the registration of obligations for a similar product during the current year and/or the previous reporting year – links to them should be in the certificate drawn up by the above requirements;
  - filed together with receipts of the register of the relevant waybills in electronic form (by the requirements listed in the tender documents).

4. Twenty consignment notes and certificate stating that you have experience in supplying a similar product. The notes must meet the following conditions:

- - contain the marks of the parties, confirming the fact of delivery of goods during the current year and/or the previous reporting year;
  - be in the form of a scanned copy from originals or duly certified copies of such waybills.

Please note that all documents (certificates, information certificates, letters, etc.) that are drawn up directly by the supplier and uploaded to the electronic procurement system must be drawn upon letterhead (if any) and contain the position, surname, initials, and the handwritten signature of the head or an authorized person (except for the cases of submitting such documents in the form of an electronic document).

If you, as a supplier, qualified for the catalog in 2020 and saved a package of all necessary documents, you can use them now for requalification.

Additional Documents for Qualification in the "Medical Procurement of Ukraine" State Enterprise Categories

Participants who go through the qualifications and requalifications in the catalog for the categories of the "Medical Procurement of Ukraine" State Enterprise must additionally submit the following documents:

1. Constituent documents of a legal entity and documents confirming the powers of an authorized person:

- - a copy of the charter/regulations(if any) or a link to the public register where the charter/regulations is published.
  - copy of the certificate of the payer of value-added tax (or copy of the certificate of the payer of the single tax);
  - an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations with the data relevant at the day of documents submission;
  - documents confirming the powers of the participant: an extract from the minutes of the founders, order of appointment, power of attorney, instruction, or other document confirming the powers of the official (executive) person of the participant;
  - the powers of the participant - an individual entrepreneur are confirmed by a copy of the passport, as well as a letter of consent to the processing of personal data.

2. Permitting documents for certain types of economic activities (licenses, certificates). In case of submission of a proposal in the category "Pharmaceutical products" (code DK 021: 2015: 33600000-6 - Pharmaceutical products) - a copy of the license for wholesale/retail trade in medicines.

If you are unable to submit any of the listed documents, provide a letter signed by an authorized person justifying the impossibility of providing such documents.

Be careful to collect and submit all the necessary documents, because if at least one of them is missing, the administrator of the electronic catalog will refuse you. Then you will need to repeat the process: apply for qualifications and upload all documents.
