Decline-economics Ukrainian IT-specialists are among the top five in the market. Our spaces among technology companies have become firmly established as being ready for innovative embodiments. But at the same time, there are a number of reasons that hinder the country's digital development. Older equipment, inflexible infrastructure - is it a barrier to progress?

Summing up: from declarations to planning

In mid-January 2018, Ukraine waved a wave of interest in e-business, the possibilities of introducing virtual technologies and e-business. The impetus for it was the so-called "digital strategy" adopted by the Cabinet of Ministers of Ukraine. However, the media paid attention to the fact that this event was preceded by a chain of significant events - both in Ukraine and in European territories. Let's be the most significant ones:

September 29, 2017, Digital Summit in Tallinn. Discussions with the European authorities on opportunities for cooperation between countries on the recapitalization of the political and economic sector.

October 19-20, 2017, recognition by the European Council of the priority of the development of a common digital market, work on cyber security and deductive taxation, the elimination of roaming fees

November 2017, Eastern Partnership Summit, Brussels. The President of Ukraine emphasizes the importance of integration into the European space of Ukraine, including - and to the digital market of the EU. Signing a joint declaration on cooperation on the dissemination of the benefits of a single digital market to partner countries

January 2018, Strategy for the Development of the Digital Economy, adopted by the Cabinet of Ministers and plan for its implementation

As we see, at the level of announcements of intentions, which, incidentally, form the political tendencies of the world's countries for years to come, Ukraine is still joining the process of dying. So it would be nice to sort out - and how does the digital economy work?

Decent-economy in everyday life

Already at the end of the 20th century, there was a need to clarify how the technological changes affect the business. Don Tapscot was the first to introduce the term digital economy in circulation in order to show the reciprocal transformation of business and technology, resulting in a combination of them. According to his definition, the digital economy differs from the already known to us (traditional) network consciousness and technology orientation. If simplified even more, then the decent-economy is the economy of multiple virtual worlds.

It is worth noting that this kind of economy is often called the economy on demand. And, unlike the horrific representations of technological consciousness, uncontrollable to man, this type of virtual communication looks more humanistic. This is because the person (the consumer) gets more power because of the importance of influencing the processes of his or her own choice: virtual entrepreneurs respond promptly to the slightest changes in the wishes and moods of their customers - because they have the opportunity to track these reactions in real time.

And what about Ukraine?

In order to somehow adequately implement the digital economy, it is first necessary to establish communication and information networks. Our world 114th as mobile Internet and 45th as the broadband Internet is, if not a complete fiasco, a very low start. After all, if large IT companies, Ukrainian or those who can come in here, are able to provide themselves with their own high-quality equipment, then medium / small businesses and their users depend on existing technologies. For the same reason, consumers also suffer, which at present do not have access to digital goods, many of which have become basic, for example, self-service cash desks in stores.

But there are good examples. One can not ignore the powerful educational project of Ivan Prymachenko and Alexei Molchanovsky - Prometheus. In a few years, a strong and independent educational platform was created. In general, it should be noted that the transition to the digital sector is most likely to occur in education (if not take into account the business). Online courses, online webinars and conferences are already known to Ukrainian users formats. But these positive examples are still local decisions, initiatives of individual people. The biggest challenge now for the Ukrainian state is the introduction of an electronic control system. And here, as everywhere in the way of progressive ideas, bureaucracy and corruption are at stake.
