How to Start Work and Create the First Object in the Prozorro.Sales System?

There is an intermediate stage between registration on the platform of the auction organizer Prozorro.Sales and the direct holding of auctions – the creation of an object.

So, after answering the following questions of users, we will reveal all the nuances of this procedure:

1. Is it necessary to create an object if you want to announce an auction?

Yes, it is necessary to publish the object to the system in order to have the opportunity to:

- receive applications from potential tenants;
- publish decisions on the object;
- announce lease auctions;
- publish signed contracts that were concluded without an auction.

The Law of Ukraine “On Leasing of State and Communal Property” stipulates that applications from potential tenants for inclusion of the object in the list and transfer to lease must be submitted to the organizer only through the electronic trading system Prozorro.Sales.

2. What is a “zero object”?

A “zero object” is a lease object in the system that does not reflect a real object, but is created to receive applications from potential tenants. It is intended to collect all applications from potential tenants regarding their intention to rent before the desired object is published by the landlord.

3. Which fields are required and which are not?

When creating a rental object, it is necessary to fill in the fields marked with a red asterisk, so when you click the “Save” button, the system will save your entered data in “draft” format.

If you do not do this, after pressing the “Save” button, the system will issue an error and you will remain on the same page for creating the object.

In other terms, it is also desirable to enter the most comprehensive information, if available.

4. How to fill out the “Coordinates” field correctly?

“Coordinates” is a required field. It can be filled in two ways:

1. Enter the location without punctuation marks in the “Address” field and click on the geolocation button located next to it. Next, choose the desired option from the proposed ones.
2. If no options were found after pressing the above button, select the coordinates manually. To do this, click on the inscription “Select on the map” and select the location of the object. Next, click on the “Select” button and on the cross in the upper right corner of the map (Fig. 1).

Important tip: after entering the coordinates manually on the map, check the correctness of the selected address in the “Address” field, because it may change.

5. What documents should be attached to the object and should they be signed with an electronic key?

The organizer can add the following files to the object:

- photo;
- technical specifications (technical passport, object plan);
- documents described in the decision fields.

There are no required files to download. It is also not necessary to sign them with an electronic key: this is just an additional function.

6. What are the deadlines for editing the lease object?

Editing of the draft of the rental object before publication and the published object in the system takes place indefinitely.

But remember: first check the correctness of the entered information about the object, because after clicking the “Create auction” button, all information about it will be pulled into the future auction draft.

If you make changes to the data about an object for which a draft has already been saved or an auction has been created, these changes will be displayed only on the page with information about this object, and the changes will not be saved in the auction draft or in the auction.
