Registration of a Supplier on SmartTender.biz

If you plan to participate in Prozorro procurement or commercial tenders, sell on Prozorro Market and/or bidding on Prozorro.Sale, you should register on SmartTender.biz as a "Participant of trades". To do this, use our registration instructions.

Registration on the Site

To get started, in the upper right corner of the screen, click the "Registration" button (Fig. 1).

The SmartTender.biz site uses the modern Smart ID online authentication method developed by SmartTender (do not confuse it with the services of the same name provided by banks and other institutions).

 

Users who register for the first time on SmartTender.biz or Signy (our electronic document management system) or MASTER (accounting software) software products are automatically registered with Smart ID. Thanks to this, they can log in and register in these services with one login and there is no need to invent and remember new passwords.

 

This login method is in line with the latest security trends in online services, so your data will be securely stored. Smart ID implements modern authentication protocols OAuth 2.0, OpenID Connect, which are used by all leading companies, including Google, Microsoft, Facebook, Twitter, Instagram. Today they are the safest and most protected.

 

There are several ways for suppliers to register on the SmartTender.biz platform:

1. 1. Registration of a user who is NOT registered in Smart ID. Suitable for individuals who have not registered previously with SmartTender.biz, Signy or MASTER.
   2. Registration of a user who is registered in Smart ID. Suitable for persons who have already registered on SmartTender.biz, Signy or MASTER.
   3. Alternative registration using QES/AES. In this case, the company will be automatically identified and will not have to be identified after registration.
   4. Adding a new user to an already registered company. Suitable for representatives of companies already registered and identified on the site in the role of "Supplier".
   5. Alternative registration using EHealth. Suitable for healthcare workers.

 

If you do not remember whether you have registered in the software products listed above, start registration using the first paragraph of the instructions. The system will automatically remind you if you already have a Smart ID account.

 

1. How to Register on SmartTender.biz if You Are Not Registered in Smart ID?

This method is suitable for you if you have not previously registered on SmartTender.biz, Signy or MASTER and want to register without using EHealth or QES/AES.

 

Entering personal data

Step #1 (Fig. 2) is to enter your personal data, such as:

• • name and surname;
  • contact phone number;
  • e-mail.

 

You also need to come up with a password (preferably one that the system considers sufficiently reliable) and pass a spam check (click "I'm not a robot" and follow the suggested actions).

 

Fill out the form, check the correctness of the entered data and click the "Next" button to go to step 2.

Please note! If after entering an e-mail in the registration form, the system will issue the message "E-mail is registered in Smart ID" (Fig. 3.1) or "This login is registered in our Smart ID single sign-on service. Continue with SmartTender registration." (Fig. 3.2), this will mean that you already have an account in Smart ID. In the first case, click on the "Log in to Smart ID" link, in the second case, just continue with registration. Follow the instructions from the next point – "2. How to register on SmartTender.biz if you are already registered in Smart ID".

Areas of Activity in the System

Step #2 is the choosing of the direction of activity (role) in which the user plans to work in the system. Select the area of ​​activity on the site – "Participant of trades" and click the "Next" button (Fig. 4).

Business Entity Type

Step #3 is the final step in the registration procedure. At this stage, you need to select your type of business entity.

 

Participating in auctions in the Prozorro and Prozorro.Sale systems can be carried out by different business entities and even individuals. To specify the type of business entity, click "Select one option" and select the desired item from the drop-down list (Fig. 5).

Individual entrepreneur (only for residents of Ukraine)

A large number of individual entrepreneurs sell their goods, works and services through public procurement, as well as buy and rent state property. To register a sole trader at this step, enter the following data (Fig. 6):

• • individual tax number (if any);
  • the name of the company indicated in the statutory documents;
  • the actual address for correspondence (or address of residence).

If you do not have an individual tax number due to religious beliefs, check the appropriate box, after which it will be possible to indicate the passport series or ID card number instead of the individual tax number.

 

Legal entity (only for residents of Ukraine)

Legal entities are also actively involved in online trading. To register a legal entity at this step, enter the following data (Fig. 7):

• • USREOU code of the company;
  • the name of the company indicated in the statutory documents;
  • legal address of the company.

Non-resident

Not only Ukrainians or Ukrainian companies, but also foreigners (except representatives of Russia) have the right to apply for participation in the auction. To register a non-resident at this step, you need to enter the following data (Fig. 8):

• • choose the country of registration of the company;
  • enter a unique code of the organization in the country of registration;
  • enter the name of the company in accordance with the statutory documents;
  • enter the legal address of the company;
  • upload statutory documents confirming the company data.

If desired, the uploaded file can be downloaded for verification or deleted with additional confirmation (Fig. 9).

Individual (only for residents of Ukraine)

Not only entrepreneurs, but also individuals have the right to be a supplier in public tenders and a participant in state auctions. To register as an individual at this step, enter the following data (Fig. 10):

• • individual tax number (if any);
  • actual address for correspondence (or address of residence);
  • upload photocopies of two identity documents.

If desired, the uploaded file can be downloaded for verification or deleted with additional confirmation (Fig. 9).

 

If you do not have an individual tax number due to religious beliefs, check the appropriate box, after which it will be possible to indicate the passport series or ID card number instead of the individual tax number.

 

Completion of Registration

At the end of the third step, check the boxes confirming your agreement with the bidding regulations and the privacy policy, and click the "Registration" button (Fig. 11).

At the same time, the data will be sent to the SmartTender.biz administrator for consideration. You just need to wait for the e-mail notification that the account was successfully created and follow the link in the letter to activate the account.

 

Once registration is complete, the information you fill in will be automatically saved to your Smart ID account. Thanks to this, the next time you register in other services (for example, Signy, MASTER or in another role on SmartTender.biz), you will not need to re-enter and confirm your data.

 

After completing the registration, you can start working on the site.

2. How to Register on SmartTender.biz if You Are Already Registered in Smart ID

If you are already registered and authorized in Smart ID, after entering your e-mail in the registration form in step 1, the system will issue a corresponding message: "This login is registered in our Smart ID single sign-on service. Continue with SmartTender registration." (Fig. 12). In this case, check the entered data and click the "Next" button to proceed to the next step.

If you are already registered but not authorized in Smart ID, in step 1 after entering your e-mail, you will see the following messages: "E-mail is registered in Smart ID" and "Log in to Smart ID to continue registration with this e-mail or use another e-mail for a new registration." In this case, you need to perform the following steps:

 

     1. Click "Log in to Smart ID" (Fig. 13).

     2. In the window that opens, check the "Login" field (your e-mail should be entered here) and fill in the "Password" field (password from Smart ID) (Fig. 14).

     3. Click the "Login" button.

 

If you need to reset your Smart ID password, click "Forgot password" and follow the on-screen instructions.

 

Or click "Back to registration" (Fig. 15) to change the e-mail in the registration form to another and complete the registration described in point "1. How to register on SmartTender.biz if you are not registered in Smart ID" .

In case of successful identification in Smart ID, step 1 of registration will open again on the screen and the system will show the corresponding message: "This login is registered in our Smart ID single sign-on service. Continue registration on SmartTender" (Fig. 16).

Entering Personal Data

The fields of the form in step 1 will be automatically filled in with your personal data that you entered earlier and saved in your Smart ID profile. There will also be no need to create a password.

 

Check the filled-in data and correct it if necessary:

• • name and surname;
  • e-mail – the Smart ID e-mail you are already logged in is used, so it cannot be changed;
  • contact phone.

 

Please note! If you want to cancel the filled-in information and go to the registration method described in the item "1. How to register on SmartTender.biz if you are not registered in Smart ID" , click "Reset and register in another way" (Fig. 17). In this case, use another e-mail for registration.

If all the information is correct, click the "Next" button to proceed to the next step of registration.

 

Areas of Activity in the System

3. Alternative Registration on SmartTender.biz Using QES/AES

This method of registration is available only to residents of Ukraine (individuals, individual entrepreneurs and legal entities) who register as a "Supplier".

 

The main advantage of the registration method using the QES/AES is that the company will be automatically identified and the user will not have to identify after registration. Thanks to this, the supplier will be able to start work on the site immediately after registration, without waiting for confirmation from the SmartTender.biz administrator.

 

Downloading the Key File and Binding the E-mail

Follow these steps:

     1. At step 1 of registration, click the "QES/AES" icon (Fig. 21).

     2. Attach the key file, enter the key protection password and click the "Next" button (Fig. 22).

     3. Check the full name data in the "User" field (Fig. 23).

     4. Enter your e-mail in the "E-mail" field.

     5. Enter and confirm the password if necessary – you will use it later for authorization on SmartTender.biz.

     6. Click the "Registration" button.

You will receive an e-mail about registration in Smart ID. Click the "Confirm" button in the e-mail (Fig. 24). After that, the registration form in step 1 will automatically open on the screen.

Entering Personal Data

In step 1, fill in the fields with your personal data (Fig. 25):

• • name and surname;
  • e-mail – the e-mail you used at the beginning of registration using the QES/AES is automatically filled in, so it cannot be changed;
  • contact phone

 

At the end, click the "Next" button to proceed to the next step of registration.

Areas of Activity in the System

Step #2 is the selection of the field of activity (role) in which the user plans to work in the system. Only the "Participant of trades" role is available for registration using the QES/AES.

 

Select the field of activity on the site – "Participant of trades" and click the "Next" button (Fig. 26).

Type of Business Entity

Step #3 is the final step in the registration process. Depending on what type of business entity you have, according to the QES/AES identification, company data will be automatically filled.

 

The type of business entity is set:

• • automatically – for legal entities;
  • manually – for individual entrepreneurs and individuals.

 

If necessary, read the description of each type of business entity in this part of the manual.

 

Check the correctness of the filled-in data and fill in all the blank fields.

 

Completion of Registration

At the end of the third step, check the boxes confirming your agreement with the bidding regulations and the privacy policy, and click the "Registration" button (Fig. 27).

4. Adding a New User to an Already Registered Company

To add a new user to a company that is already registered on the site and works in the role of "Supplier", in step 1, click on the "+ጰ User" icon (Fig. 28).

Further registration takes place similarly to the registration procedure using QES/AES, starting with the stage of entering personal data.

5. Alternative Registration on SmartTender.biz Using EHealth

EHealth is a collection of information services for doctors, patients, and government bodies of the healthcare system, designed to systematize all medical information. For medical institutions, these are automated work process management tools – medical information systems.

 

To register via EHealth, click on the corresponding icon (Fig. 29).

After that, enter your e-mail in the "E-mail" field, enter USREOU and select "Type of clinic". At the end, press the "Login" button (Fig. 30).

If an error occurs during authorization, check the entered data. If the error occurs again, contact the NHSU at number 16-77 (Fig. 31).

In the form that opens, enter the EHealth password and click the "Login" button or use the additional functionality of the EHealth authorization page (Fig. 32).

In the window that opens, check the authorization data. If everything is fine, click "Accept and continue" or use the additional functionality of the EHealth authorization page (Fig. 33).

You will receive an e-mail to complete the registration. After confirming the registration, the registration form in step 1 will automatically open on the screen.

 

Further registration takes place similarly to the registration procedure using QES/AES, starting with the stage of entering personal data.
